Position: Technical Program Officer for Child Protection Participation
Location: Siem Reap and Bantey Meanchay Province 
Salary: $970 - $1,212 USD 

PURPOSE OF POSITION:

This position is to provides technical support and guidance in the adaptation and implementation of Child Protection and Adolescent technical programmes to Area Programme Staff in collaboration with Technical Programme Lead and Technical Specialist to maximise the impact of World Vision’s technical programming in the lives of vulnerable children in Cambodia.

  • Work in collaboration with AP Manager to guide Technical Project Coordinator a collaborative process of TP adaptation into Areas Programme implementation in line with Technical Approach and Technical Programme Guidance
  • Work with Technical Project Coordinator and AP manager, to hold effective consultative process with project participants, community stakeholders, parents, and local partners, to better adapt Technical Programme base on the need of the communities, and gathering evidence and learning to recommend TP adjustment. 
  • Work with Technical Project Coordinator and AP manager do document learning and evidence for technical programme improvement and adjustment.
  • Guide APs in implementation of the technical programme, within the agreed design, project guidance, and adequate budget.
  • Identify and mitigate risks and issues to ensure implementation following technical programme quality standard
  • Guide Technical Project Coordinators to establish appropriate feedback mechanism for ongoing improvement in Technical Programme implementation.
  • Guide APs to develop annual TP implementation plan 
  • Participate in WV technical programme learning networks to share experience and lessons learnt for programme improvement
  • Together with TP Lead, AP managers, PCs, and Zonal Monitoring Officer staff coordinate the TP baseline and evaluation process within zone/s.
  • Together with the ZMO, TP Manager, M&E officer, Technical Programme Lead/ specialists coordinate the compilation, documentation, analysis and reflection on the TP monitoring and Evaluation data for standardised indicators and communicate learning to key stakeholders (including government and partners).
  • Guide Technical Project Coordinator in understanding the Child Protection and Adolescent logframe and standardized indicators using the specified monitoring tools across all implementing APs.
  • Together with TP Lead, AP managers, PCs, and Zonal Monitoring Officer staff coordinate the TP baseline and evaluation process within zone/s.
  • Together with the Zonal M&E officer, Technical Programme Lead/ specialists coordinate the compilation, documentation, analysis and reflection on the TP monitoring and Evaluation data for standardised indicators and communicate learning to key stakeholders (including government and partners).
  • Guide Technical Project Coordinator in understanding the Child Protection and Adolescent Logframe and standardized indicators using the specified monitoring tools across all implementing APs.
  • Support and guide Technical Project Coordinator to work collaboratively with AP team to integrate and implement the local level advocacy component of the technical project model. 
  • Assist the Technical Programme Lead to coordinate provincial level advocacy to influence government policies, budgets and decision makers. 
  • Guide APs in mapping of potential partners for advocacy and influence, including representation in sector based networks/coalitions (in coordination with sector leads/technical team). 
  • Work with Senior Manager and Programme Manager to build sub-national level relationship with relevant organisations and government

As part of the World Vision Cambodia mandate requirements for new staff, all candidates who are offered job are required to produce Local Police Clearance Certificate prior to date of joining in the organization.

  • Bachelor’s degree (Master’s preferred) – preferably social sciences, social work, child rights, public policy and other related field
  • At least 3 years of experience working in child protection: including child protection programme design, implementation and monitoring; staff training and coaching with an emphasis in the special technical capacity for the focus of the project, project M&E, documentation and reporting.
  • Experience in working collaboratively with government, NGOs/civil society organizations including faith based groups
  • Willingness to travel up to >60-75%
  • Must understand and agree with WV’s vision, mission and Core Values.
