The Better Factories Cambodia programme is a partnership between the International Labour Organization and the International Finance Corporation that began conducting independent assessments of working conditions in Cambodian apparel factories in 2001. BFC currently assesses working conditions against ILO core international labour standards and Cambodian labour law in 525 factories employing approximately 540,000 workers.

Since the start of the programme, Better Factories Cambodia has aimed to improve working conditions and productivity in the Cambodian garment and footwear sector, collaborating at multiple levels of the supply chain to create sustainable solutions for all. In doing so, the programme aims to achieve improved worker health and wellbeing, as well as a knock-on effect on workers' families’ welfare, while at the same time strengthening the national industry via increased productivity and profitability in factories.

For the programme’s strategic phase 2016-2018, BFC aims to impact the lives of at least 500,000 workers in all exporting garment factories and a substantial proportion of the footwear factories. In doing so, BFC works jointly with the government to strengthen their capacity for upholding labour standards in the industry in the long term, support industry partners in creating a vision for the industry that combines both competitiveness and business strength as well as respect for labour standards and create stronger partnerships to build capacity for dialogue and grievance resolution at the factory level.

The project has three components:

  • Enterprise assessments against (a) ILO core international labour standards and Cambodian labour law and (b) quality and productivity;
  • Enterprise advisory, and training services designed to support practical improvements in the factory; and
  • Stakeholder engagement and sustainability.

  • Provide high quality enterprise level consultancy services designed to improve enterprise performance including coaching, facilitating management and union improvement committees, providing technical advice and conducting classroom based training;
  • Independently produce high standard advisory services reports in English on (i) recommendations for improvement, (ii) enterprise improvement plans, (iii) progress reports on implementation, and (iv) training activities;
  • Review the reports of other advisors as part of the peer review Better Work quality assurance system;
  • Select and adapt and contextualize Better Factories Cambodia/Better Work products for use at the enterprise and industry levels based on needs;
  • Provide technical advice and input into the development of Better Factories Cambodia/Better Work research, products and strategies;
  • Actively contribute to the project’s monitoring and evaluation of advisory and training services ;
  • Other duties as required by the supervisor.

EDUCATION AND EXPERIENCE

  • Bachelor degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.
  • At least two years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field.

LANGUAGES

  • Excellent command of English and Khmer. A working knowledge of another language spoken by employees in the export apparel industry would be an advantage.

COMPETENCIES

Good communications skills, both oral and written;

  • Good analytical skills;
  • Good knowledge of the Cambodian labour-related law and regulations;
  • Good group facilitation, interpersonal and conflict resolution skills. Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage;
  • Understanding of enterprise level human resource, production and quality systems;
  • Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/ consultants;
  • Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part the responsibilities of the post;
  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team;
  • Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs;
  • Good knowledge and understanding of concepts of behavioural change, particularly in applying the approaches in developing training material, or/and facilitating meetings, trainings, workshop or seminars;
  • High standards of integrity, professionalism, personal discipline and impartiality;
  • Gender-sensitive behaviour and attitudes.
