ActionAid Cambodia seeks dynamic Cambodian applicants to fill the following position:
- Project Implementation
- Coordinate with partners and project teams to conduct team, partners and stakeholders capacity assessments, and provide them required ToT (Training of Trainers) and other appropriate skills trainings;
- Train partners in data collection techniques and supervise the project’s Institutional Capacity Assessment (ICA);
- Support implementation of Ground Water Level Monitoring (GWLM) and EWS activities according to project plan
- Coordinate field-level activities (monitoring, awareness campaigns)
- Ensure the functionality of GWLM and early warning systems (e.g., sensors, communication channels)
- Assist in developing/maintain an operational procedures and protocols for EWS
- Ensure the obtained knowledge and skills of team, partners and stakeholders are effectively disseminated/transferred to the target groups in the project areas;
- Coordinate with other relevant partners and stakeholders in the harmonisation and further development of joint training materials;
- Ensure that Khmer translations of training material and other documents reflect the correct content, in particular DRR/Disaster Management (DM)/CC terminology;
- Participate in consortium member’s conferences or meetings, and provide qualified input e.g. on Urban DRR and inclusion of Gender in Disaster Management;
- Support Women DRR-CC, Gender leadership training
- Support local partner, local DM intuitions and AAC field EWS officer in the HVCA process and development of DRR plans and EPRPs;
- Work with SHEA and Safeguarding focal point for the inclusion and embedding of SHEA and Safeguarding mechanism and awareness throughout the project activities.
- Engage in project risk assessment, monitoring and ensure the risk and response plan is updated every six-month
- Ensure SHEA and Safeguarding policy and security and safety policy and procedure including in the context of humanitarian intervention are fully complied with and are taken into the highest consideration in project implementation at all levels.
- Monitoring
- Regularly conduct field coaching to project team, partners and DRR sub-national bodies;
- Prepare field coaching reports and make them available for all AA programme and partners staff;
- Support the AAC Programme Quality team in project monitoring and evaluation project,
- Assist in facilitating institutional and high value donor monitoring visits to the project areas;
- With the Partnership Development and Governance Coordinator and the Programme Quality team, support local implementing partners and field officers in their reporting;
- Flag possible constraints to project implementation and propose solutions;
- As part of on-going activities, monitor safeguarding risk, modern slavery and human trafficking issue and other forms of abuses and report the cases to line manager or focal of contact for SHEA and Safeguarding
- Budget and Finance
- Close monitor the project expenditure and provide detailed information on expenditure variances.
- In cooperation with the Admin and Finance Officer, support local implementing partners and field officers in budget planning and ActionAid fund request procedures;
- Reporting
- Coordination to develop the reports from partners and consolidation report with support Project Coordinator
- Produce quality narrative reports in accordance with the project proposal and log frame;
- In cooperation with the consortium finance manager and field officers, support local implementing partners in financial reporting;
- Communication, Coordination & Networking
- Facilitate coordination meetings and workshops
- Support community-based early warning approaches
- Maintain strong relationships with partners, community group and stakeholders NCDM, PCDM, DCDM, CCDM, consortium members, and relevant partners and CSOs at the national level;
- Support the Communication officer in the development of effective IEC material;
- Support the AAC Communications team in the production of DRRCC Radio and TV PSAs, case studies and best practice dissemination;
- Ensure appropriate AAC and donor visibility in the field as per donors visibility and communication guidelines;
- Ensure active networking with other relevant DRR actors at the national and provincial level;
- English - Good
- Bachelor's Degree in social sciences, public health, disaster risk reduction, disaster management or general management
- Project implementation (preferably in DRR, climate change, GWLM and EWS) for 1 to 3 years
- At least 5-6 years of experience in civic engagement and governance, fishery and forestry sector with proven leadership, management, coordination and facilitation experience
- Experience working with communities and authorities at local and sub-national
- Experience with early warning systems or emergency response is highly desirable
- Good written and spoken English skills and strong facilitation skills
- Good knowledge of disaster risk reduction or disaster management
- Microsoft office- word & excel, power point Internet & email
- Typing in both Khmer and English
- Training and capacity building within the development sector - NGOs, CSOs, Communities and Networks
- Understanding of human rights based programming
- Management and Leadership experience
- Good in English for both speaking and writing
- Good interpersonal skill (ability to engage well with supervisor and colleagues)
- Time management and effective Communication amongst internal and external team
- Accuracy, attention to details, initiative and ability to manage multiple tasks
- High responsibility for duties
