Bandos Komar Association is a Cambodian NGO localized from French NGO PARTAGE. Bandos Komar’s programs are currently focusing on: (1) Integrated Early Childhood Care and Development (2)Integrated Quality Basic Education and (3) Skill for Profession. Bandos Komar is now looking for commitment and qualified talents persons to fulfill the position below:

  • FUNCTIONS AND TASKS
  • Jobholder Plan:
  • Operational Oversight: Coordinate all sponsorship activities and policies to ensure high-quality, timely delivery of commitments.
  • Financial Management: Manage an annual budget and ensure all expenditure align with workplan.
  • Caseload Management: Oversee the enrollment and maintenance of the total caseload of sponsored children.
  • Leadership: Supervise 5–7 staff, ensuring effective cross-departmental coordination.
  • Compliance & Advocacy: Enforce child sponsorship policies and ensure all staff understand the program’s core purpose.
  • Outputs and Deliverable
  • Lead Sponsorship Officers (SOs), Secretaries (SSs), and data staff to ensure field activities align with official guidelines.
  • Analyze sponsorship data and track team performance against KPIs and business rules to mitigate risks.
  • Develop strategies to achieve caseload targets and share best practices with the Program Unit Manager.
  • Ensure team members understand the operational plan and that their individual work plans (IAPs) reflect project goals.
  • Foster strong relationships to align field activities.
  • Oversight of sponsor visits and the timely submission of mandatory documents and Cancellation Memos).
  • Support the correct use of ChildData systems and ensure compliance with international standards.
  • Ensure the team is prepared for disasters, ensuring sponsored children are included in assessments and report.
  • Lead discussions on Child Protection/safe guarding (CP&SG) and Code of Conduct (CoC) to ensure safety standards are strictly applied and incidents are reported.
  • Lead the implementation and monitoring of Gender Equality Action Plans for staff, families, and donors.
  • All tasks are assigned by Program Coordinator and ED
  • LEVEL/SCOPE OF DUTIES:
  • The post holder oversees:
  • Based in Ratanakiri office with 30% travel to community for reviewing, checking and monitoring sponsorship operations and also traveling outside office based for meetings and training as necessary.
  • Planning and implementation of sponsorship project
  • The overall management on sponsorship project implementation and monitoring
  • Resolve issues related to ChildData system updates and sponsorship communication workflows.
  • Support field staff in maintaining stable and effective community volunteer networks.
  • Manage inquiries (NOIs) from National Offices regarding communications and sponsor visits.
  • Maintain team morale and solve problems that prevent the achievement of monthly KPIs.
  • Involve the project proposal and develop narrative reports
  • Ensures that all the projects have monitoring tools and it was operate/implement in the target area.
  • Human Resources management
  • Compliance to implement Child Protection policy
  • Compliance to implementation safeguarding policy

  • English - Good
Qualifications:
  • Bachelor's Degree in Development, Management, Social Science or related field
Work History:
  • Experiences in managing sponsorship project and Significant knowledge of Child Sponsorship best practice and experience in successfully applying processes and policy for 3 years as a minimum

  • At least Bachelor in Development, Management, Social Science or related field.
  • Leading and managing skills + decision making
  • Ability to coordinate & communicate with people at different levels

  • Experience with MS office products and databases

  • Experience in organizing/facilitating meetings, workshops and trainings
  • Understanding on Monitoring and Evaluation process and procedure

  • Good knowledge of donor requirements is essential through proven management experience delivering accountable programs

  • Computer operation on Micro-Soft Office
  • Extensive experience in participatory planning, monitoring, evaluating development programs
  • Developing and writing grant proposals
  • Demonstrable analytical skills on sustainable development issues.
  • Experience of working in leadership role with an Local or International NGO
  • A strong understanding of the strengths, weaknesses, risks and mitigations related to the Child Sponsorship product
  • Basic knowledge on child rights and community development
