The project “Building Climate Resilience of Communities in Cambodia’s Protected Landscapes: Biodiversity-Friendly Crop-Livestock Systems for Adaptation (SCALE+)”, implemented by Ministry of Environment (MoE) and Ministry of Agriculture, Forestry and Fisheries (MAFF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and funded by the Global Environment Facility (GEF), is seeking qualified candidates for the following positions:
- Communication Strategy and Planning
- Develop and implement a comprehensive Project Communication and Visibility Strategy aligned with FAO and Global Environment Facility (GEF) guidelines.
- Prepare annual communication workplans with clear targets, indicators, and timelines.
- Coordinate with and provide inputs into FAO regional and global communication efforts.
- Ensure gender-responsive and inclusive communication approaches.
- Ensure compliance with donor visibility and branding requirements.
- Content Development and Knowledge Products
- Develop high-quality communication materials, including:
- Project briefs and fact sheets
- Success stories and human-interest stories
- Case studies and lessons learned
- Policy briefs
- News articles and press releases
- Brochures, leaflets, banners, and visibility materials
- Document best practices in climate-resilient crop-livestock systems, biodiversity conservation, sustainable land management, and inclusive value chains.
- Support documentation of participatory assessments, restoration activities, livestock improvement initiatives, and community adaptation interventions.
- Media and Public Engagement
- Establish and maintain relationships with national and sub-national media.
- Organize press briefings, media field visits, and project launch/closing events.
- Draft speeches, talking points, and presentations for senior officials.
- Promote project achievements through traditional and digital media channels.
- Digital Communication and Social Media
- Manage and provide regularly update of project-related contents to MAFF, MoE and FAO Cambodia for posting on digital platforms and social media.
- Develop multimedia products (short videos, photo stories, infographics).
- Ensure appropriate archiving of photos, videos, and communication assets.
- Knowledge Management and Learning
- Contribute to the development and implementation of the project's knowledge management strategy.
- Capture and disseminate lessons learned and good practices to support replication and scale-up.
- Support experience sharing workshops, learning events, and cross-site exchanges.
- Collaborate with research institutions and technical partners to translate evidence into accessible communication products.
- Support to Monitoring and Reporting
- Provide communication inputs to semi-annual and annual progress reports.
- Document project milestones and impacts aligned with the Results Framework.
- Develop communication indicators and track performance of outreach activities.
- Capacity Building
- Build communication capacity of CPA committees, community producer groups, and local authorities.
- Provide guidance on storytelling, documentation, and visibility compliance.
- Support youth and women’s engagement in communication and advocacy initiatives.
- Khmer - Fluent
- English - Good
- Postgraduate Degree in Media, Communication and Digital Information and Development Studies, Environmental Management, Agricultural Economics, Statistics, or related field
- Bachelor's Degree in communications, Journalism, Public Relations, or a related field
- Communication for development, climate change, or donor-funded projects (FAO/GEF experience preferred) for 5 years as a minimum
- Strong writing and editing skills in English and Khmer language.
- Experience producing digital content, photography, and videography.
- Ability to translate technical information into clear, engaging messages.
- Strong coordination and interpersonal skills.
- Capacity to develop and implement a comprehensive SCALE+ Communication and Visibility Strategy aligned with MoE, MAFF, FAO, and GEF requirements.
- Experience translating complex climate adaptation, biodiversity conservation, and crop–livestock system interventions into compelling narratives.
- Ensure branding compliance (FAO, GEF, government visibility guidelines).
- Build and maintain relationships with national and provincial media outlets.
- Draft press releases, media advisories, talking points, and key messages.
- Coordinate media coverage during project launches, field missions, and high-level visits.
- Prepare spokespersons (PMU, MoE leadership) for interviews and public engagements.
- Manage crisis and reputational communication when needed.
- Excellent command of Khmer (both written and oral) and good working knowledge of English
