The project “Building Climate Resilience of Communities in Cambodia’s Protected Landscapes: Biodiversity-Friendly Crop-Livestock Systems for Adaptation (SCALE+)”, implemented by Ministry of Environment (MoE) and Ministry of Agriculture, Forestry and Fisheries (MAFF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and funded by the Global Environment Facility (GEF), is seeking qualified candidates for the following positions:

  • Project Coordination and Implementation
  • Coordinate and oversee day-to-day implementation of project activities across targeted CPAs/community within the assigned province.
  • Ensure alignment of provincial activities with the overall project framework, annual work plans and budgets.
  • Facilitate integration of community adaptation priorities into Commune Investment Plans (CIPs) and Commune Development Plans (CDPs).
  • Support harmonization of land use planning and biodiversity-friendly crop-livestock systems within community zones.
  • Ensuring gender equality, youth inclusion and social safeguards are mainstreamed across all interventions.
  • Stakeholder Engagement and Institutional Strengthening
  • Strengthen collaboration with Provincial Departments of Environment (PDE), Provincial Departments of Agriculture, Forestry and Fisheries (PDAFF), Provincial Department of Women’s Affair (PDWA) and other relevant line departments.
  • Support capacity building of CPA committees, community-based organizations, producer groups and SMEs.
  • Facilitate inclusive community-based governance structures for sustainable natural resource management and climate change adaptation focusing on sustainable cropping -based livestock system
  • Promote coordination between local authorities, community leaders and project stakeholders to ensure ownership and sustainability.
  • Technical Support and Field Supervision
  • Support identification and implementation of resilient ecosystem-based land and water management practices.
  • Facilitate adoption of biodiversity-friendly integrated crop-livestock systems and improved livestock breeds and breeding management systems.
  • Coordinate implementation of community animal health programs and climate information services.
  • Oversee activities implementation by service providers, consultants and partner organizations at provincial level.
  • Ensure that value chain development, agribusiness incubation and market-based incentive mechanisms are effectively implemented.
  • Monitoring, Reporting and Knowledge Management
  • Contribute to establishment and operationalization of the project M&E system at provincial level.
  • Collect, verify and report progress data, including beneficiary outreach, gender-disaggregated indicators and land restoration achievements.
  • Prepare quarterly and annual progress reports for submission to the National Project Manager.
  • Document lessons learned, best practices and success stories for knowledge sharing and scale-up.
  • Support research collaboration and evidence-based planning processes at provincial level.
  • Financial and Administrative Oversight
  • Support preparation of provincial-level annual work plans and budgets.
  • Monitor expenditures to ensure compliance with approved budgets and FAO procedures.
  • Ensure timely procurement planning and coordination with FAO administrative teams.
  • Identify implementation risks and propose mitigation measures.
  • Safeguards, Gender and Inclusion
  • Ensure compliance with environmental and social safeguards frameworks.
  • Promote equitable participation of women (target 50% beneficiaries), youth and vulnerable groups.
  • Monitor and report on gender-transformative outcomes and inclusive livelihood development.

Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Bachelor's Degree in Agriculture, Animal Science, Veterinary Science, Natural Resource Management, Environmental Science, Rural Development, or related fields.
Work History:
  • Rural development, climate adaptation, natural resource management, biodiversity conservation, or agriculture/livestock projects for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Previous experience in community-based natural resource management, protected areas, and/or climate resilience projects is highly desirable.
  • Demonstrated experience in gender mainstreaming, participatory approaches, and working with marginalized or vulnerable groups.
  • Strong leadership, coordination, and interpersonal skills.
  • Ability to work with multiple stakeholders including government, community, and development partners.
  • Problem-solving and decision-making skills in complex environments.
  • High level of integrity, accountability, and commitment to FAO values.
  • Willingness to travel frequently to CPAs within the province.
  • Excellent command of Khmer (both written and oral) and good working knowledge of English
