As we work to eliminate modern slavery, we also continue to develop relationships with our partners and our community. Founded in 2005, “Chab Dai” means “joining hands” in the Khmer language. Key Responsibilities:

Strategic Coalition Building:

  • Strengthen partnerships with CSOs, NGOs, and government bodies to create a unified movement against trafficking and exploitation.
  • Facilitate knowledge exchange, joint action planning, and collaborative efforts among coalition members.
  • Lead the development of formalized referral mechanisms to ensure coordinated prevention, protection, and response activities.
  • Act as the main liaison with government and international stakeholders to align coalition efforts with national and global strategies.

Shared Learning and Advocacy:

  • Establish and oversee learning hubs, peer mentoring programs, and webinars to share best practices and lessons learned across the coalition.
  • Lead the establishment of learning hubs, peer mentoring, and webinars to share best practices across the coalition.
  • Represent Chab Dai at national and international coalitions, conferences, and forums to promote shared learning and collective impact.
  • Facilitate the exchange of data, research, and evidence-based practices to drive decision-making and improve stakeholder responses

Team Leadership:

  • Provide guidance, support, and professional development opportunities for program staff.
  • Ensure a supportive and collaborative working environment that aligns with the organization’s values.
  • Lead and manage staff coaching/mentoring, performance management meeting by scheduling a regular catch-up meeting and performance assessment/appraisal with program staff.

Capacity Building and Stakeholder Support:

  • Provide technical support and training to coalition members to enhance their professional capacity and align their efforts with Chab Dai’s strategic goals.
  • Regularly communicate updates, resources, and opportunities to coalition members, ensuring they remain engaged and informed.
  • Strengthen stakeholders’ skills in monitoring, data collection, and evidence-based reporting to improve program effectiveness.

Monitoring, Evaluating and Reporting:

  • Track coalition activities to measure their impact on system strengthening and movement building.
  • Prepare comprehensive program reports, including challenges, successes, and recommendations, for internal use and donor communication.
  • Use evidence-based data to adapt coalition strategies and enhance effectiveness.

Innovation and Growth:

  • Identify and explore new opportunities for expanding the coalition’s reach, including partnerships, funding, and regional/global collaborations.
  • Stay updated on emerging trends in coalition-building and anti-trafficking efforts, incorporating innovative practices into the program design.

Collaboration Across Chab Dai Programs:

  • Work closely with the Prevention Program Manager and Protection Program Manager to ensure integration and alignment of coalition efforts with other program activities.
  • Collaborate with Chab Dai’s M&E team to standardize data collection, reporting, and evaluation across all programs.
  • Support the Communications and Advocacy team in promoting coalition achievements and advocacy efforts.

Leadership in Policy Development and Systems Strengthening:

  • Facilitate stakeholder collaboration to develop policy recommendations and strengthen systems for survivor protection and prevention.
  • Advocate for the integration of coalition-driven evidence and insights into national and subnational policies.
  • Shared Responsibilities Across All Program Managers
  • Strategic Alignment: Ensure programs are aligned with Chab Dai’s strategic goals: Survivor Restoration, Movement Building, Community Empowerment, and System Strengthening.
  • Budget Management: Develop and manage program budgets in collaboration with the Head of Operations and Head of Programs.
  • Collaboration Across Programs: Work collaboratively with other program managers to ensure programs are integrated and mutually reinforcing.
  • Donor Relations: Support fundraising efforts by preparing program updates, proposals, and impact reports.
  • Team Leadership: Lead and motivate program teams, fostering a positive and productive work environment.

Additional Possible Key Roles:

Cross-Program Integration and Alignment:

  • Work with the Prevention Program Manager to integrate coalition efforts with prevention strategies, ensuring collaborative planning and shared goals.
  • Coordinate with the Protection Program Manager to strengthen referral mechanisms, survivor support systems, and advocacy efforts through coalition activities.
  • Collaborate with the M&E team to align monitoring frameworks and ensure coalition program metrics are complementary to other programs.

Organizational Capacity Strengthening:

  • Serve as a bridge between coalition members and other Chab Dai programs to ensure a unified organizational approach to addressing human trafficking, exploitation, and abuse.
  • Facilitate internal capacity-building sessions for Chab Dai’s staff, ensuring the integration of coalition-driven research, lessons learned, and best practices into internal programming.

Advocacy and Policy Synergy:

  • Collaborate with the Advocacy team to ensure coalition activities are aligned with Chab Dai’s overarching policy goals and national/international advocacy priorities.
  • Provide coalition-driven evidence, data, and survivor stories to the Advocacy and Communications teams to amplify their campaigns.

Knowledge Management and Data Sharing:

  • Lead the establishment of a centralized knowledge-sharing platform to collect and disseminate key research findings, program data, and case studies across Chab Dai programs and coalition members.
  • Promote the use of shared data and evidence-based approaches to improve decision-making across all departments.

Stakeholder Collaboration:

  • Facilitate multi-stakeholder dialogues involving coalition members, prevention and protection teams, and external stakeholders to ensure alignment in addressing shared challenges.
  • Actively engage in multi-sectoral partnerships, linking coalition efforts with broader prevention and protection initiatives, such as training frontline responders or strengthening community-based support networks.

Shared Learning for Internal and External Impact:

  • Partner with the Training and Capacity Building Unit to ensure Chab Dai staff and coalition members receive regular updates on shared learning activities.
  • Use coalition-driven insights to improve the delivery of prevention programs and enhance protection mechanisms for survivors.

Systems Strengthening Across Programs:

  • Support Chab Dai’s systems-level initiatives, such as strengthening referral pathways, by ensuring coalition members are equipped to actively contribute to these efforts.
  • Contribute to the development of standard operating procedures (SOPs) that enhance cross-program coordination and collaboration.
  • External Representation and Partnerships:
  • Act as a focal point for external partnerships, ensuring coalition activities are aligned with the efforts of international organizations, donors, and government stakeholders.
  • Represent Chab Dai at joint events or forums where coalition, prevention, and protection themes intersect, advocating for a holistic approach.

Education and Experience:

  • Master’s degree in Social Work, International Development, Public Policy, Human Rights, or a related field.
  • Minimum 5 years of professional experience in program management, coalition building, or a similar role, preferably in human trafficking, exploitation, or child protection.
  • Proven experience in stakeholder engagement, including government bodies, CSOs, NGOs, and international partners.
  • Demonstrated ability to facilitate shared learning, capacity building, and advocacy efforts across diverse stakeholders.
  • Strong track record in monitoring, evaluation, and reporting (MER), particularly for donor-funded projects.

Skills and Competencies

  • Excellent communication and interpersonal skills, with the ability to manage relationships across multi-sectoral and cultural settings.
  • Strong facilitation skills for leading workshops, webinars, and collaborative forums.
  • Exceptional project management and organizational abilities, including multitasking and meeting deadlines under pressure.
  • Proficiency in data analysis, research methods, and evidence-based decision-making.
  • Advanced skills in Microsoft Office and relevant tools for project tracking, presentations, and reporting.
  • Solid understanding of human trafficking, exploitation, and child sexual abuse issues in Cambodia and globally.
  • Familiarity with international frameworks, such as the UN Trafficking in Persons Protocol and SDG 8.7, is an asset.
  • Knowledge of coalition-building best practices and collaborative action models.
  • Excellent written and verbal communication skill in both Khmer and English, including presentation, and facilitation skills.

Cultural Competence:

  • Awareness of and sensitivity to Cambodian cultural contexts, particularly in community engagement and advocacy.

Travel Flexibility:

  • Willingness to travel within Cambodia and occasionally internationally to attend coalition meetings, conferences, or stakeholder engagements.

Adaptability and Innovation:

  • Ability to think creatively and introduce innovative approaches to coalition-building and shared learning activities.
