Key Responsibilities

Program Oversight:

  • Design and develop the Protection program strategic plan to ensure it aligns with the Chab Dai Coalition Strategy, Government’s priorities and meet donor requirements.
  • Manage case support and survivor restoration efforts, including legal advocacy, trauma-informed care, and economic reintegration.
  • Ensure that all program activities adopt survivor-centered approaches and align with the organization’s strategic goals.
  • Oversee the implementation of strategic objectives, including accessibility to holistic services, survivor empowerment, strengthened networks, and advancing legal protection.

Coordination of Support Services:

  • Work with government agencies, shelters, and other service providers to ensure comprehensive care.
  • Lead multidisciplinary teams providing counseling, case management, and legal support to survivors.
  • Collaborate with government agencies, shelters, and other service providers to ensure comprehensive and coordinated care.
  • Develop and maintain partnerships with local authorities, community organizations, and other stakeholders.

Advocacy:

  • Collaborate with legal professionals and lawmakers to strengthen justice systems and promote civil compensation for survivors.

  • Advocate for survivor rights and survivor-centered justice in national and regional policy discussions.
  • Support survivors in participating in advocacy initiatives and leadership roles through the Survivor Leadership Program.

Monitoring, Evaluating and Reporting:

  • Document lessons learned and success stories for reporting and shared learning.
  • Develop tools and frameworks to assess the effectiveness and impact of protection services.
  • Ensure continuous improvement through data collection, analysis, and feedback mechanisms.
  • Document lessons learned, best practices, and success stories for reporting, shared learning, and advocacy.
  • Prepare detailed program reports for internal management, donors, and other stakeholders, highlighting achievements, challenges, and lessons learned.
  • Ensure compliance with donor and organizational requirements, including reporting, documentation, and accountability standards.
  • Regularly update leadership on program progress, challenges, and strategic opportunities.

Team Leadership:

  • Provide guidance, support, and professional development opportunities for program staff.
  • Ensure a supportive and collaborative working environment that aligns with the organization’s values.
  • Lead and manage staff coaching /mentoring, performance Management meeting by scheduling a regular catch-up meeting and performance assessment with program staff.
  • Lead team-building efforts to enhance efficiency and effectiveness in delivering program outcomes.
  • Strategic Alignment and Program Development
  • Align program activities with Chab Dai’s strategic objectives, including resilience-building, community protection, and survivor advocacy.
  • Identify opportunities for program growth, funding, and partnerships.
  • Contribute to the development of policies and procedures that enhance program delivery.
  • Budget and Resource Management
  • Manage program budgets to ensure efficient allocation of resources.
  • Develop funding proposals and contribute to donor reporting.
  • Ensure accountability and compliance with donor and organizational requirements

  • Strategic Alignment: Ensure programs are aligned with Chab Dai’s strategic goals: Survivor Restoration, Movement Building, Community Empowerment, and System Strengthening.
  • Budget Management: Develop and manage program budgets in collaboration with the Head of Operations and Head of Programs.
  • Collaboration Across Programs: Work collaboratively with other program managers to ensure programs are integrated and mutually reinforcing.
  • Donor Relations: Support fundraising efforts by preparing program updates, proposals, and impact reports.

Stakeholder Engagement and Collaboration:

  • Build and maintain strong relationships with local authorities, NGOs, CSOs, and government agencies to enhance service coordination and advocacy efforts.
  • Represent Chab Dai at forums, networks, and conferences related to human trafficking, exploitation, and survivor rights.

Survivor Leadership Development:

  • Support and oversee the Survivor Leadership Program to empower survivors with leadership and advocacy skills.
  • Collaborate with survivor leaders to design initiatives that amplify their voices in policy advocacy and community reintegration.

Policy and Systemic Advocacy:

  • Drive advocacy efforts to influence national and regional policies promoting survivor-centered approaches.
  • Develop position papers and recommendations to advance legal protections and systemic reforms for survivors.

Resource Mobilization and Partnership Development:

  • Identify funding opportunities and collaborate with the Resource Development Team to secure resources for program sustainability.
  • Cultivate partnerships with organizations and donors to strengthen the program's capacity and reach.

Risk Management and Crisis Response:

  • Develop and implement risk management strategies to ensure the safety and well-being of survivors and staff.
  • Lead responses to critical incidents involving survivors, ensuring timely and appropriate actions.

Training and Capacity Building:

  • Design and deliver training programs to equip staff, coalition members, and community partners with trauma-informed and survivor-centered practices.
  • Mentor staff within the program to enhance professional development and service delivery standards.

Education and Experience

  • Master’s degree in Social Work, Psychology, Law, Human Rights, or related field.
  • Minimum 5 years of experience in program management, preferably in human trafficking, exploitation, or related fields.
  • Proven experience in team leadership, strategic planning, and stakeholder engagement.
  • Demonstrated expertise in trauma-informed care, legal advocacy, or survivor empowerment programs.

Skills and Competencies

  • Strong project management skills, including planning, implementation, and evaluation.
  • Excellent leadership and team management abilities.
  • Proficiency in advocacy, networking, and building partnerships.
  • Excellent written and verbal communication skill in both Khmer and English , including presentation and facilitation skills.
  • Ability to work effectively with diverse groups, including survivors, local communities, government officials, and international partners.
  • Familiarity with monitoring and evaluation frameworks and tools.
