Chemonics International is implementing the five year, $14.9 million USAID Cambodia Advancing Youth Leadership (AYL) Activity. AYL aims to enhance the capacity of youth, including those from marginalized groups, through leadership skills building and practical action opportunities and empower youth to participate fully in civic engagement and community development. AYL works primarily through local partners (up to 35) operating across 14 provinces in Cambodia.

  • Monitoring, Evaluation and Learning Advisor

  • Oversee implementation of the AYL Activity Monitoring, Evaluation and Learning Plan (AMELP), and lead development of annual AMELP.
  • Oversee project’s MEL systems to ensure effective use of data to measure indicators and track progress towards results.
  • Answer key questions per AYL annual learning plan using clear expectations for collaboration, and leverage feedback loops for data-driven decision-making, and then adapt based on emerging needs.
  • Collaborate with the Chief Party, Deputy Chief Party, and activity technical team on annual Quality Assurance Surveillance Plan (QASP) reporting as part of the AMELP.
  • Responsible for the overall maintenance and use of the AYL Performance Geographic Information Management System (PGIMS) dashboard for performance monitoring, tracking grantee data collection and results, using PGIMS to develop visualizations and maps to depict activity results.
  • Lead design and application of data collection tools that allow for quantitative and qualitative data analysis as needed per AMELP, and oversee data analysis to analyze and report trends, lessons learned, other factors that better inform program development.
  • Lead partner orientation and capacity building around use of PGIMS, AYL data collection tools, and learning approaches.
  • Work with project leadership to design and lead internal “deep dive” sessions with project staff, client representatives, and partners to build on program learning for adaptation.
  • Identify most appropriate approaches to best capture and communicate achievements in collaboration with Events and Communications Associate.
  • Lead on AYL planning for and implementation of data quality assurance (DQA) management practices, ensuring requirements as per ALMEP and USAID are met.
  • Serve as focal point for USAID MEL.
  • Other duties as assigned

  • A bachelor's degree (or equivalent) required in related field. Advance degree preferred.
  • At least seven (7) years' experience with increasing responsibility working in monitoring and evaluation for donor-funded projects. Experience on USAID-funded projects highly desired.
  • Demonstrated expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, data analysis and presentation.
  • Experience with database knowledge management systems and online data collection highly desired.
  • Experience working with and supporting local and international NGOs and community-based organizations implementing relevant activities and programs.
  • Experience working with youth focused community-based organizations preferred.
  • Experience with report writing and editing.
  • Demonstrated professional excellence and strong analytical skills.
  • Excellent written and oral communication and presentation skills in English required;
  • Must be a Cambodian citizen
