Established since 1948, ChildFund Korea has been working in South Korea to protect children's rights and help children suffering from poverty and disease, and started global programs to create a World where children are happy since 1997. ChildFund Korea has become a member of ChildFund Alliance since 2002. ChildFund Alliance is a network of 11 child-focused development and humanitarian organizations working in 70 countries around the world.
ChildFund Korea focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.
ChildFund Korea’s Country Office in Cambodia is currently piloting Boeung Trabek Child Development Project (BT CDP) in Phnom Penh, with the goal of breaking the vicious cycle of poverty experienced by vulnerable children in Boeung Trabek slum area. The project adopts a community-based, multi-sectoral approach that integrates community and center-based childcare services. Through this, the project aims to build a sustainable support system encompassing education, health, WASH, nutrition, and child protection.
We are seeking to employe a qualified candidate for the positions below:
- Center-Based Care Officer (1 Position)
- Center-Based Care Implementation and Operation (45%)
- Provide direct support and oversight to the day-to-day operations of center-based childcare services, ensuring smooth functioning and adherence to protocols.
- Plan and implement structured activities that promote child development, including education, health and nutrition, life skills, and psychosocial support.
- Manage the efficient and effective use of resources (financial, human, and material) in accordance with organizational guidelines.
- Build the capacity of center staff through mentoring, technical support, and periodic performance monitoring.
- Stakeholder Collaboration (15%)
- Build and maintain strong, collaborative relationships with relevant external stakeholders, including local authorities, community leaders, service providers, caregivers.
- Establish and strengthen referral pathways for children requiring specialized services (e.g., medical, psychological, legal).
- Engage with local community to promote understanding and support for the center-based care, including family tracing and reintegration efforts.
- Monitoring, Evaluation, and Reporting(20%)
- Conduct regular internal assessments to ensure the quality and effectiveness of center-based care services, including compliance with child safeguarding standards and service protocols.
- Collect, manage, and validate data related to children’s development, well-being, and program performance, contributing to accurate record-keeping and effective case management.
- Prepare and submit timely, accurate, and well-documented reports for internal use, donor requirements, and sponsor communication, while supporting organizational learning and reflection.
- Ensure the center maintains a functional, child-friendly feedback and complaints mechanism that is accessible, well-communicated, and used to strengthen accountability and service quality.
- Support to Community-Based Care Initiatives(20%)
- Collaborate with the Community-Based Care Officer in joint case management, ensuring continuity of care across center and community settings.
- Provide technical and logistical support to community-based outreach activities, parenting programs, and reintegration efforts.
- Share center-based data and observations to inform and improve community-level interventions.
- Requirement
- A Bachelor's Degree in Social Work is strongly preferred, given the case management responsibilities of the role.
- Degrees in Child Development, Education, Psychology, Community Development, Public Health, or a related fields may also be accepted.
- Strong knowledge and commitment to child protection principles and child safeguarding practices.
- Good understanding of slum contexts and sponsorship-based approaches.
- Minimum of 3 years of proven experience in project implementation and management, particularly within child care centers, residential homes, or similar care settings.
- Demonstrated experience in implementing child protection, child safeguarding, and early childhood development programs.
- Experience in supporting or supervising direct care staff (e.g., caregivers, social workers).
- Experience in data collection, monitoring, and reporting.
- Experience in implementing case management processes.
- Qualifications and Competencies:
- Good written and verbal communication skills in English and Khmer, with the ability to convey information clearly and sensitively to children, caregivers, and stakeholders.
- Strong interpersonal skills, empathy, and the ability to build rapport with children, center staff, and external partners.
- Strong organizational skills with the ability to manage multiple tasks, set priorities, and meet deadlines.
- Strong problem-solving skills, with the ability to identify issues, analyze situations, and develop practical solutions in a care setting.
- Ability to deliver basic training and facilitate group discussions with center staff and caregivers.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Familiarity with date a collection and simple monitoring tools (e.g., Kobo Toolbox) is an asset.
- Deep commitment to the well-being, rights, and best interests of children.
- High standards of integrity, empathy, patience, accountability, and professionalism.
- Ability to work effectively both independently as well as collaboratively within a team.
- Proactive, adaptable, resilient in high-pressure or emotional demanding environment.
- Commitment to strict confidentiality in all child protection and case management matters.
- Stewardship of all funds and resources management by the organization.
