Established since 1948, ChildFund Korea has been working in South Korea to protect children's rights and help children suffering from poverty and disease, and started global programs to create a World where children are happy since 1997. ChildFund Korea has become a member of ChildFund Alliance since 2002. ChildFund Alliance is a network of 11 child-focused development and humanitarian organizations working in 70 countries around the world.
ChildFund Korea focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.
ChildFund Korea’s Country Office in Cambodia is currently piloting Boeung Trabek Child Development Project (BT CDP) in Phnom Penh, with the goal of breaking the vicious cycle of poverty experienced by vulnerable children in Boeung Trabek slum area. The project adopts a community-based, multi-sectoral approach that integrates community and center-based childcare services. Through this, the project aims to build a sustainable support system encompassing education, health, WASH, nutrition, and child protection.
We are seeking to employe a qualified candidate for the positions below:
- Community-Based Care Officer (1 Position)
- Community-Based Case Management (40%)
- Facilitate with local authorities to conduct household assessments and identify vulnerable children and families in need of support.
- Develop and implement a case management system in collaboration with caregivers and relevant stakeholders to provide individualized support and coordinate services.
- Provide follow-up support to vulnerable children and families, coordinate timely referrals to specialized services, and strengthen local referral systems through ongoing collaboration and service mapping.
- Ensure that case files and documentation are accurate, up to date, and aligned with organizational guidelines, while maintaining confidentiality and adherence to data protection standards.
- Community Engagement and Capacity Building (20%)
- Mobilize community members and leaders to support child protection, family-based care, and reintegration efforts, as well as collective actions for safer and healthier living environments.
- Plan, organize, and facilitate a range of community-based programs—such as parenting sessions, hygiene education, psychosocial support groups, financial literacy, and life skills education for adolescents—to promote the well-being of children and families.
- Facilitate the establishment and functioning of inclusive community-based structures (e.g., parent groups, community child protection actors) that promote sustainability, enable child and caregiver participation, and support local resource mobilization.
- Monitoring, Evaluation, and Reporting (20%)
- Monitor project activities and progress against indicators and case outcomes, identifying challenges and recommending timely corrective actions.
- Document project activities, success stories, lessons learned, and challenges through regular reports and communication materials.
- Facilitate reflective learning and capacity improvement for project teams and community actors through participatory review and knowledge-sharing sessions.
- Support to Center-Based Care Activities (20%)
- Collaborate with the Center-Based Care Officer to ensure coordinated case management, follow-up, and smooth transition of children between community and center-based services.
- Provide logistical and technical support for center-based programs and activities, especially for reintegration, parenting, or health-related sessions involving caregivers.
- Share relevant community-based insights to inform center-level planning and promote consistency in child support interventions.
- Requirement
- Bachelor's Degree in Social Work is strongly preferred.
- Degrees in Community Development, Psychology, Sociology, Education, Public Health, or other related fields may also be considered.
- Strong knowledge and commitment to child protection principles and child safeguarding practices.
- Good understanding of slum contexts and sponsorship-based approaches and principles.
- Minimum of 3 years of proven experience in community development, social work, or project implementation in a rural or urban community settings.
- Proven experience working with vulnerable children and families, particularly in family strengthening, child protection, or alternative care programs.
- Experience in community mobilization, facilitation of community workshops, and training delivery.
- Understanding of and familiarity with the principles of family-based care, and child reintegration process.
- Experience in data collection and basic monitoring of community-level programs.
- Demonstrated Experience in implementing case management process.
- Qualifications and Competencies:
- Excellent skills in community mobilization, participatory approaches, and building rapport with diverse community members, including children.
- Good written and verbal communication skills in English and Khmer, with ability to convey complex information clearly and sensitively.
- Strong interpersonal skills with empathy, patience, and a non-judgmental approach when working with vulnerable individuals.
- Ability to identify community-level challenges and develop practical, collaborative solutions.
- Demonstrated ability to plan, deliver, and facilitate community-based workshops and training sessions.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- High levels of cultural awareness and sensitivity when engaging with populations.
- Deep commitment to children's rights, family preservation, and community empowerment.
- High standard of integrity, empathy, patience, accountability, and professionalism.
- Ability to work effectively as well as collaboratively within a team.
- Self-motivated, and able to work independently in challenging community environments.
- Proactive, adaptable, resilient in high-pressure or emotionally demanding environment.
- Commitment to strict confidentiality in all child protection and case management matters.
- Stewardship of all funds s and resources management by the organization.
