Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria, maternal and child health, and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. In association with governments and other NGO partners in more than 30 countries, CHAI is focused on large scale impact and is working to tackle many of the largest barriers to effective treatment and care.

In Cambodia, CHAI provides strategic, technical and operational assistance to the National Center for Parasitology, Entomology and Malaria Control (CNM) of the Ministry of Health of Cambodia with a long-term goal to enable Cambodia to achieve malaria elimination. The overall objective of CHAI’s malaria work in Cambodia is to ensure CNM has evidence-based strategies, strong operational plans and necessary financial resources to effectively implement interventions for elimination. In 2015, CHAI helped the Cambodia government develop Malaria Elimination Action Framework (MEAF) 2016-2020 for Plasmodium falciparum malaria elimination and has assisted in the mobilization of donor resources for the implementation of national strategies as per the MEAF. CHAI works closely on day-to-day basis with CNM technical units in multiple areas including strengthening clinical services through the public-private mix program, village malaria workers network and helping strengthen surveillance and analytics to improve prevention and response interventions. In 2017, CNM plans to launch a sub-national malaria elimination program in northwestern Cambodia. To provide technical and management assistance on the ground for government’s elimination program, CHAI plans to expand and set up a new sub-national team in elimination areas. This new sub-national program will be focused on providing the support at peripheral health levels for the roll out of new surveillance strategies in context of malaria elimination and strengthening of program management to ensure sustainability of the national elimination program in long term.

Description

The Program Manager will establish and scale up CHAI’s sub-national program at PHD/OD level to help Cambodia make a successful transition to a sustainable elimination program on ground level. The Program Manager will play a critical role in supporting the national program in the operationalization of national elimination strategies. S/he will establish and maintain relationships with provincial health departments (PHDs) and operational district (ODs) in elimination areas and will ensure that the CHAI’s team in elimination areas is delivering high-quality, impactful work as per CHAI goals. S/he will actively identify bottlenecks in implementation and support areas for capacity-building across the health levels. The Program manager will also need to work very closely with the national program and CHAI team at the central level in order to ensure a smooth translation of national-level policies to ground-level implementation.

The Program Manager will oversee a team of more than six staff working on daily basis with different PHDs and ODs. The position entails high level of coordination with the CHAI team and CNM at the central level. The position reports to the Senior Malaria Program Manager in Cambodia and will be based in Phnom Penh, with extensive travel within the country expected.

  • Set-up of CHAI’s Sub-national Malaria Elimination Program
    • Be responsible for hiring and training of the team for CHAI’s sub-national elimination program with support from CHAI leadership;
    • Establish CHAI ground operations at the provincial and district levels, including signing Memorandums of Understanding with provincial and district authorities and establishing field offices with help from CHAI support staff;
    • Establish and maintain direct relationships with the leadership at PHDs/ODs in elimination areas; train senior program officers and program officers to maintain existing and establish new relationships with malaria teams of PHDs/ODs
  • Program Management
    • Oversee operational assessments for the roll out of elimination program in targeted areas and prioritize the support areas for CHAIs’ sub-national program;
    • Train, develop work plans, and oversee the provincial and district CHAI malaria team on a day to day basis, supporting staff to ensure optimal delivery.
    • Oversee CHAI team’s support to the PHDs and ODs with strong emphasis on the roll out of surveillance strategies for elimination and strengthening of program management including planning, budgeting, forecasting, monitoring and reporting at the sub-national level to ensure sustainability of the national elimination program
    • Work closely with CNM and CHAI team at the central level to ensure smooth implementation of central-level policies and to troubleshoot any implementation issues that may arise from time to time;
    • Be responsible for the management of CHAI budgets for implementation of the sub-national program
    • Ensure CHAI’s representation in provincial level malaria task force meetings and other such coordination mechanisms at sub-nation level on regular basis;
    • Identify key impediments to the successful execution of the malaria elimination strategy at the provincial and district levels; mobilize CHAI resources within Country and Regional Malaria Teams to develop solutions to rapidly address these bottlenecks;
    • Work with CHAI Global Malaria Team for the generation of evidence from the implementation of national elimination strategies
    • Develop and present progress reports on CHAI’s sub-national support to CNM/CHAI leadership as needed;
  • Strategic Vision
    • Identify strategic areas for expansion and contribute to internal strategic planning or proposal development at CHAI as needed;
    • Work closely with the Country Director, Senior Program Manager, the Program Manager based at CNM and the Regional and Global Malaria Teams to maintain overall strategic direction of the program
    • Promote effective communication within CHAI team at PHD/OD level and work with CHAI leadership to establish effective coordination mechanisms for maximum impact
  • Other responsibilities as needed.

  • Ability to speak, read, and write Khmer
  • Prior experience of working with the Cambodian government at sub-national level with provincial and district health authorities
  • Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner;
  • Proven ability to build relationships and influence stakeholders;
  • Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style;
  • Advanced analytical skills and problem-solving with proven ability to develop and apply quantitative models using Excel and other tools to address specific challenges and improve working practices with a focus on outcomes;
