The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

- Program Management & Capacity Building
- Support NDCP and subnational teams to develop Wolbachia community engagement IEC/BCC materials, training materials, job aids, and household acceptance surveys according to community engagement SoP
- Facilitate/organize trainings to build the capacity of provincial, district, and health center staff in community engagement and entomology (mosquito collection, identification, monitoring etc.)
- Coordinate with PHD/OD/HC staff to conduct community engagement activities according to the community engagement strategy during pre-release and post-release phases
- Strengthen program management at both NDCP and PHD levels, including planning, budgeting, forecasting, monitoring, and reporting
- Work proactively with NDCP and subnational teams in conducting community engagement household surveys, including data collection and analysis,
- Provide technical assistance to support quality implementation of Wolbachia deployment activities according to release methodology
- Vector Monitoring and Disease Surveillance
- Engage closely with CNM and subnational teams to monitor Wolbachia introgression rates in local mosquito populations Work collaboratively with NDCP and subnational teams to map locations/households for regular mosquito trapping and collection to measure vector density and distribution
- Support the design, implementation, analysis, and reporting of entomological and epidemiological surveillance data to analyze trends in vector density, distribution, and dengue incidence, hospitalization, and deaths in deployment area before and after Wolbachia deployment
- Provide technical support and coordination to the NDCP team to strengthen the Dengue Information System (DIS) to enable efficient, accurate, complete and timely data capture and reporting nationwide, identifying possibilities for integration and interoperability
- Strategic Guidance and Stakeholder Engagement
- Identify strategic areas for expansion and contribute to internal strategic planning at NDCP as needed
- Document lessons learned, challenges, and best practices to inform future scale-up and adaptation
- Contribute to the development of reports, presentations, and other materials for internal and external stakeholder
- Work closely with all CNM units and the CHAI Global/Regional team to maintain the overall strategic direction of the project
- Promote effective communication within teams at the PHD/OD and NDCP levels to establish effective coordination mechanisms for maximum impact
- Perform other responsibilities as needed
- Bachelor's Degree in a relevant field (information systems, epidemiology, biology, public health, or computer science)
- 1–2 years of professional experience in the private or public sector with increasing levels of responsibility in business analysis, data management, program implementation or a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives
- Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with various stakeholders and users, preferably for disease surveillance or public health
- Proficiency in MS Office, including Excel, PowerPoint, Word, and other relevant tools
- Strong interpersonal and communication skills (written and oral in English) and ability to build and nurture relationships in challenging and multicultural environments
- Knowledge of common health information management systems and digital global goods (e.g. OpenLMIS, OpenSRP, CommCare, OpenMRS, DHIS2)
- Experience working with government health systems at national or subnational level
- Experience translating Khmer and English documents
- Knowledge of dengue and/or other major global infectious disease problemsivalent work experience
- Ability to work collaboratively within a team and contribute proactively to team goals
- Ability to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously
- Excellent work ethic and self-motivated
