Food for the Hungry (FH) is an International Christian Humanitarian Organization. Food for the hungry Cambodia is seeking for One (01) qualified Cambodian candidate to fill in the position of Monitoring, Evaluation, Research & Learning (MERL) Manager based in Head Office Phnom Pench.

- Monitoring, Evaluation, Research & Learning (MERL) Manager (1 Position)
- Key Result#1: Systems Mapping and Solution Design
- Lead design and implementation of impactful programs, using data-driven insights for strategic decision-making.
- Support the technical team in developing M&E and performance frameworks, including system theories, Performance Indicator Frameworks (PIFs), and comprehensive Monitoring & Evaluation (M&E) plans aligned with internal goals and donor requirements.
- Apply systems thinking and human-centered design to create and refine systems maps and theories of change that capture interconnections within the program's environment.
- Key Result #2: Strategic Leadership and Management of CO M&E System
- Develop and implement a MERL strategy aligned with systems thinking and organizational priorities.
- Provide leadership to ensure Country Office programs meet their goals and objectives.
- Lead the Country Office in designing and implementing M&E systems for project performance monitoring and management.
- Oversee MERL Plan implementation, results reporting, and adaptation, in collaboration with GSC and in-country leadership.
- Lead and manage MERL staff ensuring clarity of strategy, plans and priorities, providing supervision, coaching and mentoring, encouraging effective teamwork and inclusiveness and building a team spirit through regular meetings and events.
- Key Result #3: Monitoring and Evaluation
- Measure the Mission Impact Index and Social Return on Investment.
- Implement Outcome Harvesting, Mapping, and Monitoring to capture intervention consequences, following systems thinking.
- Conduct meta-analysis of project data to identify trends and patterns to inform program adaptations.
- Oversee MERL plans, including baseline, midline, and endline assessments.
- Ensure data integrity and reliability through Data Quality Assessments (DQA), performance reports, and real-time tracking using advanced tools and dashboards.
- Manage updates of program tools like Smart Sheet and World Link 3.
- Support quarterly program reviews with the Country Director and Program Director.
- Oversee the annual operating planning development and implementation, capturing program results, routine data reporting, and evaluations.
- Prepare and submit high-quality reports to donors, partners, and stakeholders.
- Key Result #4 - Research and Learning
- Design and manage research and impact evaluations to generate knowledge and lead the implementation of studies, with support from FH GSC MERL team.
- Facilitate learning sessions and capture knowledge to support evidence-based programming.
- Mentor and train staff in M&E methodologies and disseminate best practices.
- Represent M&E activities in public and professional forums, building strategic relationships.
- Lead program team reviews for data-driven learning and adaptation, using FH and Donor CLA approaches.
- Develop partnerships with academic and research institutions to enhance research capacity.
- Lead qualitative and quantitative research, including data collection, analysis, and interpretation using various tools and techniques.
- Key Result #5: Capacity Building and Knowledge Management
- Collaborate with line managers to identify M&E learning needs and develop performance goals.
- Provide capacity-building support for program staff, partners, and stakeholders on MERL methodologies.
- Develop and maintain a repository of MERL resources and establish platforms for knowledge sharing.
- Integrate current MERL trends and innovations into the country program.
- Facilitate project review processes to support learning, replication of best practices, and contribute to the global MERL Community of Practice.
- Conduct performance management processes including refining of JDs, setting of performance goals, periodic appraisals for M&E Coordinators as direct report.
- Requirements:

- Flexibility to work under pressure and meet strict deadlines
- Possess analytical and problem-solving skills, and decision- making skills
- Commitment to accountability and transparency with beneficiaries, showing dignity and respect, and demonstrating listening and understanding
- Ability to travel to project sites under rugged conditions at times up to 50% a year
- Excellent written and verbal communication skills
- Strong understanding of project planning, implementation, Monitoring and Evaluation processes.
- Working knowledge of budget management.
- Must have team building skills, personnel management and supervisory skills.
- Proficient in MS Office Suite
- High-level integrity and initiative taking and positive attitude towards learning and sharing.
- Knowledge of statistical computer packages e.g. SPSS, EPI-INFO etc.
- Ability to write reports, business correspondence, and M&E tools is desirable.
- Education Experience:
- 8 years’ experience working in Monitoring & Evaluation of humanitarian and development programs preferred.
- Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial, and opportunity development
- University degree in Monitoring and Evaluation studies, social sciences, demography, development planning, mathematics, statistics, or similar field and;
- Master’s degree/ Post graduate diploma in M&E, statistics and/or M&E Certification is an added advantage.
- Language:
- Fluent in Khmer language and proficiency in spoken and written English.
