Cambodia is experiencing a surge in the electronic and electrical equipment (EEE) sector, driven by both domestic consumption and foreign investment in an incipient manufacturing industry. However, adoption of circular policies and practices in the sector remains very limited and a weak e-waste management infrastructure result in growing volumes of e-waste being handled predominantly by an informal sector using environmentally unsound methods. Such practices lead to increased emissions of persistent organic pollutants (POPs), including unintentionally produced POPs (UPOPs), polybrominated diphenyl ethers (PDBEs), as well as mercury and other toxic substances.

This project aims to improve resource circularity and reduce the release of hazardous chemicals and wastes in the electronics value chain by addressing transformation levers (policy, infrastructure, innovation and learning, and multistakeholder dialogues) delivering results that national-level plans, policies, and incentive mechanisms for the circular electronics value chain; innovative and resource efficient products; markets to support innovation and behavior changes towards increased longevity; mechanisms to maximize reuse, repair, and material recycling; removal of hazardous waste streams in the electronics sector; knowledge management platform; and coordination and linkages among the relevant stakeholders.

The project will deliver multiple global environmental benefits (GEBs), including the reduction of greenhouse gas emissions (27,237 tons) and chemicals of global concern and their waste (2.7 tons of POPs and 0.3 kg of mercury removed or disposed, 20,411 tons of POPs/mercury-containing materials and products directly avoided) and POPs to air (1.7 gTEQ reduced). Other expected results include improved public health, a strengthened informal sector, and enhanced livelihoods.

តួនាទីនិងការទទួលខុសត្រូវ
  • Task 1. Assessment of e-waste dismantling and recycling methods in Cambodia
  • Review existing policies, regulations, studies and available data, and assess current e-waste dismantling and recycling practices, capacities and infrastructure in Cambodia;
  • Identify and assess key actors in the formal and informal e-waste value chain, including their roles, practices and opportunities for improved integration and formalization;
  • Assess key environmental, hazardous-substance, occupational health and safety, and relevant gender-related risks associated with current dismantling and recycling practices;
  • Identify key technical, institutional and capacity gaps and recommend required improvements and opportunities, including appropriate Best Available Techniques (BAT) and Best Environmental Practices (BEP), options for formalization, and related guidance and training needs; and
  • Prepare an assessment report with practical findings and recommendations for improving environmentally sound e-waste dismantling and recycling.
  • Task 2. Developing a strategy for establishing national e-waste collection scheme and revers logistics systems
  • Assess existing e-waste collection, transportation, storage and reverse-logistics arrangements and assess technical infrastructure needs, including hazardous waste storage capacity, and support measures to promote repair and reuse;
  • Develop approaches to support formalization of informal repair shops through partnership and training, and address gender-differentiated concerns and challenges to formalization faced by women and men in the informal sector;
  • Develop recommendations and practical approaches to guide the collection of end-of-life ICT equipment and components for reuse, local recovery or shipment to environmentally sound recovery facilities aboard;
  • Develop a comprehensive strategy for establishing national e-waste collection schemes and reverse logistics system with the integration of the informal sector as a key component; and
  • Ensure that the developed strategy provides key inputs and requirements for the future development of ICT component database to verify compatibility and enhance their placement in second-use markets.
  • Task 3. Developing a strategy for “right to repair”, “anti-planned obsolescence” and “circular design”
  • Conduct a situation and gap analysis on right-to-repair, anti-planned obsolescence, and circular design in selected EEE in Cambodia;
  • Review relevant international best practices and assess their potential applicability to the Cambodian context;
  • Develop a targeted strategy to promote ICT repair services and encourage the purchase of repairable or upgradable devices;
  • Conduct gender inclusive stakeholder consultation, particularly with businesses likely to be affected, to inform the development of the strategy;
  • Support the strategic review to assess environmental, social, and economic impacts of the proposed strategy and incorporate experts’ comments and feedback into final recommendations.
  • Task 4. Developing necessary operational measures (Prakas, guidelines) for implementation of the e-waste sub-decree
  • Conduct a technical review of the implementation of the e-waste sub-decree to identify gaps, challenges and necessary operational measures for its effective implementation;
  • Support gender-inclusive consultations with key stakeholders, particularly business likely to be affected, to obtain their input and support future compliance with the e-waste sub-decree;
  • Develop operation tools, including prakas and guidelines, based on the technical review, stakeholder input and expert review;
  • Support the strategic review of environmental and social aspects of the proposed operational measures, including consideration of their potential environmental, social and economic impacts, and identify target stakeholders and priority training needs;and
  • Support the delivery of a training workshop to build the capacity of relevant stakeholders and facilitate the effective implementation of the operational measures.
  • Task 5. Assisting in developing technical guidelines on e-waste collection schemes and reverse logistics
  • Identify the target users of the technical guidelines, including waste collectors, recyclers, repair shops and exporters, and assess their relevant operational and regulatory needs;
  • Develop technical guidance on safe collection and transportation of e-waste as well as repair and reuse protocols, and guidance on standards and practices for e-waste dismantling and recycling and criteria for exporting e-waste;
  • Ensure that the guidelines address gender-related health risks associated with hazardous materials and relevant environmental and safety considerations;
  • Facilitate technical review and stakeholder consultation and revise the guidelines based on agreed comments and feedback; and
  • Support the dissemination of the developed technical guidelines.
  • Task 6. Developing SOPs to be adopted in e-waste collection schemes and reverse logistics
  • Review existing operation practices and identify priority procedures required for safe and environmentally sound e-waste collection and reverse logistics;
  • Develop practical SOPs covering the safe handling and storage of e-waste, segregation by waste type, including screens and circuit boards, labeling and documentation requirement; procedures for safe transportation of hazardous components and worker safety protocols, including personal protective (PPE), training and incident response;
  • Ensure that the SOPs address gender-specific health and safety risks and best practices, as well as environmental safeguards to prevent pollution;
  • Support technical validation and stakeholder consultation and finalize the SOPs based on agreed feedback; and
  • Support the dissemination of the developed SOPs to encourage their adoption and effective implementation among relevant stakeholders.
