GRET and its local partner CIRD have been implementing a rural development project since 2010 in Siem Reap province, in order to improve and secure the living conditions of family farmers through agroecological practices in Siem Reap, Cambodia. The specific objectives of the project are as follow:
Promote agroecological intensification and diversification of agricultural productionsStrengthening producer organisations and structuring local agricultural value chains to answer consumers’ needs and facilitate the sale of products on marketsSupport provincial stakeholders in the construction and implementation of a development plan for efficient and sustainable local food systems.
More specifically, the aim is to improve and secure the living conditions of some 2,217 farmers who are members of 9 cooperatives, by developing more efficient production and marketing systems for agricultural products, through support for agroecology, market access and the structuring of professional agricultural organizations.
To achieve these objectives, the programme proposes to train family farms to develop productive, diversified agriculture that respects the environment and consumer health, using agroecology practices that meet the food and nutritional needs of rural populations. Since the beginning, the project has been focusing on 3 value chains: chicken, rice and vegetables. After more than 14 years of implementation, GRET aims to revise its technical support to family farms and local stakeholders, to better cope with the evolution of the local context and the effects of the climate change.
In 2024, the team carried out an agrarian analysis to assess the diversity of the types of farms supported by the project. This assessment covers - but is not limited to - household living conditions, income, yields and production systems, as well as the challenges faced by farmers, resilience to shocks and vulnerability to climate change in the four project’s districts.

Experiences and Skills required for conducting the mission
- At least 15 years experiences in engineering & designing development projects in the field of agroecology transition in South East Asia
- Proven technical experience in designing, adjusting & engineering agroecological transition project with a focus on (i) rice system soil fertility management and packages of practices, (ii) rice seed production, (iii) semi- commercial and commercial vegetable production in peri- urban context, (iv) on- farm inputs and bio input production and usage for biological plant protection and plant growth enhancement, (v) Farmer lead extension approach expertise as well as in trial/ demonstration/ extension methodology
- Strategic vision and strong technical capabilities on operational agroecology field activities and agronomic technical itineraries as well as agronomic results achieved during projects
- Strong analytical aptitude and effective communication, observation and presentation skills
- Previous experience in Cambodia in the project area of intervention; previous experience and knowledge of the context of the APICI project will be considered an added value.
- Language skills: Excellent command of English (written and oral)
The consultants interested by the present announcement will prepare a technical and financial proposal.
Narrative proposal will include a) presentation of the consultant, including past relevant experiences and qualifications, b) resume of the consultant, c) detailed methodology and d) detailed deliverables, including deliverables timing.
Financial proposal will include the consultancy fees, the per diem (x number of days) for the field mission, other specific inputs required to carry out the consultancy and the terms of payment (installment amounts and frequency).
The budget will be used for internal purposes only in order to ensure a fair competition between consulting companies on both price and technical parts of the proposal. The budget of the consultancy is 10,000 Euros all costs included (fees, per diem for field mission, report costs, insurance, etc).
