Habitat for Humanity Cambodia (HFHC), established in 2003, is a leading organization dedicated to advancing safe housing, resilient communities and inclusive development across the country. Over the past two decades, HFHC has served more than 188,000 families through housing interventions, clean water and sanitation facilities, and community development programs. Our work has mobilized thousands of volunteers, expanded access to affordable housing finance, and trained community leaders to strengthen resilience and inclusion. These efforts have positioned HFHC as a trusted partner working alongside government ministries, NGOs, and communities to address Cambodia’s most pressing housing challenges.

Looking ahead, HFHC aims to impact more than 1.8 million people by 2028 through our three flagship programs: Build Resilient Housing by improving access to safe, climate‑resilient housing and basic services; Strengthen the housing governance and systems by advancing evidence‑based policy solutions and multi‑stakeholder collaboration; and Influence Housing Market Development by expanding affordable housing finance, strengthening workforce capacity, and promoting inclusive public‑private‑people partnerships. Through these initiatives, HFHC positions itself as a strategic actor in Cambodia’s development landscape, ensuring that every family has the opportunity to live in dignity, safety, and resilience.

  • Task #1: Strategic Government Engagement
  • Coordinate and facilitate consultations with line ministries, including the Ministry of Land Management, Urban Planning and Construction (MLMUPC), Ministry of Rural Development (MRD), Ministry of Interior (MoI), Ministry of Economy and Finance (MEF), National Committee for Disaster Management (NCDM), and the National Committee for Sub‑National Democratic Development (NCDD) and other ministries.
  • Secure alignment with ministries’ strategic plans and national development priorities.
  • Document commitments, policy directions and technical inputs relevant to HFHC’s thematic areas.
  • Task #2: Stakeholder & Community Consultations
  • Engage NGOs, sub‑national authorities, and community representatives to gather diverse perspectives.
  • Collect evidence, local priorities and lessons learned to strengthen the relevance and credibility of proposals.
  • Ensure inclusive participation, with meaningful representation from vulnerable groups such as women, persons with disabilities, and disaster‑prone communities.
  • Task #3: Proposal Co‑Design & Drafting
  • Translate stakeholder inputs into clear, structured, and donor-ready Concept Notes (CNs) and proposals.
  • Ensure proposals reflect co-design principles, technical accuracy and donor language.
  • Ensure proposals are aligned with the national housing and market development frameworks for social and affordable housing, community development, and climate resilience projects.
  • Develop CNs within the numbers and contract period, subject to HFHC’s review and approval.
  • Task #4: Reporting & Knowledge Management
  • Provide monthly progress reports summarizing consultations, inputs, and draft outputs.
  • Maintain a repository of stakeholder inputs, meeting notes, and draft materials for HFHC’s future use and institutional learning.
  • Expected Outputs
  • Number of stakeholder engagement meetings and consultation workshops conducted
  • Number of concept notes and project proposals are co-created and endorsed by HFHC and the related line ministries.

  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in development studies, public policy, social sciences, or a related field
Work History:
  • Project design, proposal development, or donor engagement for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Experience in coordinating the strategic planning and project development within the government’s line ministries is an advantage.
  • Proven track record coordinating with government ministries, NGOs and communities.
  • Familiarity with Cambodia’s national housing and community development situation and policy frameworks.
  • Excellent command of English and Khmer.
  • Ability to travel to provinces for consultations.
  • Demonstrated commitment to participatory, inclusive development.
Soft Skills
  • Strong facilitation, negotiation and documentation skills.

Administration

Duration of the Service Contractor: The starting date is from 01 October 2026 to 31 March 2027 (six months), the time of implementation is at regular office hours, and the work result refers to an outcome monthly.

Tax arrangements: The Service Contractor shall propose only the net amount in the financial proposal. Any applicable tax is borne by HFHC.

  • This is competitive recruitment of the service contractor. The interested candidate will submit their expression of interest letter and updated CV through e-mail provided in the contact details by September 11, 2026.

Management and Coordination:

  • The service contractor will report to and be under the management of the Senior Manager, Resource Development and Communications. Successful accomplishment of the agreed work plan is subject to be reviewed and approved by Cambodia's national office.

Throughout the design and execution of the assignment, the consultant is expected to adhere to the Habitat Code of Conduct, including the Safeguarding Policy, ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved.

The consultant/s should guarantee that the analysis is technically accurate and reliable and conducted transparent and impartial. Habitat will own all products resulting from this analysis. Without prior authorization in writing, the consultant/s will not be allowed to present any of the results or use any product resulting from the analysis as his or her own or for private publication purposes.
