The Happy Return Center of Cambodia is the first dedicated hub for reintegration and vocational training, supporting returning migrant workers. Established in 2024 with support from the Government of Korea through the Human Resources Development Service of Korea (HRDK) and in collaboration with the Cambodian Ministry of Labour and Vocational Training, the Center acts as a vital bridge—transforming challenges into opportunities for returnees.

Our vision is to build the largest and most accessible platform for migrant workers, offering comprehensive employment and entrepreneurship resources, and becoming their top choice for vocational education.

Provide returning migrant workers with market-relevant skills to enhance their employability. Develop job matching services and offer personalized consultancy support. Empower aspiring entrepreneurs to start and grow their businesses. Foster a strong network of Cambodian migrant workers to promote collaboration and community.

  • Promote & Market: Take the lead in marketing and promoting employment training programs tailored for migrant workers.
  • Partnership Development: Identify and secure partner companies to develop and operate effective internship programs.
  • Event Management: Organize and execute impactful job fairs and center events.
  • Career Support: Provide comprehensive employment information and facilitate strategic job matching opportunities.
  • External Collaboration: Communicate and collaborate closely with external organizations dedicated to migrant worker employment.
  • Administrative Duties: Draft correspondence, reports, and other necessary documentation to support related tasks.
  • General Support: Perform other duties as assigned by the Director of HRCC.

Languages:
  • Khmer - Fluent
  • English - Fluent
  • Korean is preferred
  • Japanese is preferred
Qualifications:
  • Bachelor's Degree
Work History:
  • Professional experience in a similar position for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Bachelor’s degree or equivalent qualification
  • Expertise: Deep understanding of the current job market with proven experience in career consulting or HR-related training.
  • Skills: Strong customer service orientation, excellent communication, and outstanding networking abilities to facilitate collaboration; we are seeking proactive and outward-oriented individuals.
  • Tech-Savvy: Proficient in MS Office (Word, Excel, PowerPoint, Outlook) and internet research.
  • Languages: Excellent verbal and written skills in English and Khmer. Proficiency in Korean or Japanese is a strong advantage.

Shortlisted Candidate Preparation

Shortlisted candidates will be required to prepare a 30-minute presentation (approx. 20-25 PowerPoint slides) covering the following topics:

Market Analysis: The current status of the job market and effective employment strategies for migrant workers in Cambodia.Training Proposals: Suggested contents for career consulting training and actionable ways to enhance migrant workers' employability.Job Creation: Innovative measures to create employment opportunities and develop post-training internships.Job Fair: If HRCC intends to host a job fair in 2026, please present a 5-slide business proposal and KPIs for the fair.Personal Portfolio: An introduction to your expertise and past achievements in related industries.
