The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.
The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.
The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.
- Molecular Diagnostics and Sequencing
- Lead molecular diagnostic testing using PCR, RT-PCR, and sequencing methods.
- Oversee validation and verification of assays for priority pathogens.
- Establish diagnostic capacity for timely PCR primer and probe design.
- Support bioinformatics analysis for pathogen genomic sequencing.
- Provide expert advice on laboratory infrastructure and technology upgrades.
- Quality Assurance and Biosafety
- Draft, update, and implement standard operating procedures (SOPs) for molecular and sequencing workflows.
- Ensure compliance with international quality standards and external quality assurance schemes.
- Implement internal quality control measures and biosafety practices aligned with BSL-2/3 national and international standards.
- Capacity Building and Mentorship
- Provide training and technical guidance to junior scientists and laboratory technicians.
- Mentor staff in molecular sequencing techniques, laboratory safety, and best practices.
- Contribute to training curricula and capacity development programs.
- Outbreak Response and Surveillance
- Serve as a technical focal point during outbreaks, coordinating rapid molecular testing and sequencing.
- Collaborate with epidemiology teams and public health authorities to support timely data-driven decision-making.
- Interpret laboratory results and contribute to surveillance data analysis.
- Research and Innovation
- Support research in molecular epidemiology, pathogen genomics, and public health genomics.
- Explore and evaluate emerging molecular diagnostic platforms for rapid response.
- Establish linkages with academic and regional research institutions for collaborative projects.
- Reporting and Documentation
- Prepare technical reports, training records, progress updates, and engage in partner communications.
- Maintain accurate laboratory data systems for traceability and reporting.
- Contribute to knowledge management and best practice documentation.
- Other Duties
- Perform additional responsibilities as assigned by the Head of Molecular and Virology Unit or NRML Chief.
- English - Fluent
- Master's Degree in molecular biology, Microbiology, Virology, or related discipline.
- Formal training in molecular diagnostics, sequencing technologies, and laboratory biosafety.
- Fluent in English (written and spoken)
- Minimum of 5 years’ professional experience in molecular diagnostics, including at least 2 years in a senior or supervisory role.
- Proven expertise in PCR-based technologies, nucleic acid extraction, and sequencing techniques.
- Experience with assay design, validation, and verification.
- Demonstrated ability to supervise, mentor, and train laboratory personnel.
- Experience in writing SOPs, technical reports, and scientific documents.
- Familiarity with laboratory information management systems (LIMS) or digital reporting tools.
- Strong organizational and analytical skills with experience in handling large datasets.
- Knowledge of quality management systems and participation in external quality assurance programs.
- Ability to work effectively under pressure, particularly during outbreak situations.
- Strong teamwork and interpersonal communication skills
- Ability to manage multiple tasks and meet tight deadlines.
The selection process will be undertaken in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, updated version December 2020.
