The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.
The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.
The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.
- Conduct a rapid situational analysis of the current public health laboratory system, including stakeholder consultations and a desk review of relevant documents.
- Conduct a SWOT analysis for developing a strategic plan for CPHLN
- Facilitate workshops and consultative meetings with key stakeholders to inform strategic priorities.
- Provide technical advice on the structure, content, and strategic direction of the CPHLN Strategic Plan.
- Inception report with work plan and timeline
- Situation analysis and stakeholder consultation report
- Draft CPHLN Strategic Plan with strategic thematic areas, strategies, objectives, and activities of the CPHL network’s strategic plan
- Final CPHLN Strategic Plan incorporating stakeholder feedback
- Implementation roadmap and M&E framework
- Final consultancy report summarizing activities, outcomes, and recommendations to the director of NIPH and the chief of NRML/NIPH
- Phd in /Master's degree in public health, laboratory sciences, health systems, or a related field
- At least of relevant experience in laboratory systems strengthening, public health strategy development, or health systems planning for 3 years
- Professional experience in project coordination, public health, or laboratory systems strengthening for 3 years as a minimum
- Strong facilitation and stakeholder engagement skills
- Excellent written and verbal communication skills in English
- Knowledge of the public health system and laboratory landscape.
- Experience with the Global Health Security Agenda (GHSA), WHO IHR 2005, or One Health approaches.
- Working with government institutions, donor-funded health projects, or international development organizations.

- Monitoring the progress reports against project indicators.
- Reporting project achievements, challenges, and recommendations.
- Ability to multitask and work under tight deadlines.
The selection process will be undertaken in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, updated version December 2020.
