Helpcode Cambodia has worked on drowning prevention since 2018, focusing on practical, child-centred interventions in coastal and high-risk communities. The programme is built around three complementary areas: Water Safety and CPR education; Swim for Survival activities; and community awareness, risk mitigation and advocacy.

The current phase includes activities in Preah Sihanouk Province, Kampot, Kep and Phnom Penh, with a strong operational base in Sihanoukville. Helpcode works with schools, families, Provincial and District Education Offices, local authorities, community focal points, the Khmer Swimming Federation, swim schools and other service providers.

  • Planning, field coordination and logistics
  • Prepare weekly and monthly field activity plans in coordination with the line manager, schools, trainers and partners.
  • Organise field visits, school schedules, training venues, transport, accommodation where applicable, equipment and materials.
  • Coordinate safe transport for children participating in programme activities, including buses or other approved transport arrangements.
  • Ensure that activities are prepared in advance, including participant lists, consent forms, child-selection documentation, training materials and communication with school focal points.
  • Immediately report delays, safety concerns, safeguarding concerns, incidents, near misses or implementation problems to the line manager.
  • Water Safety and CPR activities
  • Deliver or co-deliver Water Safety and CPR education in partner schools and communities using Helpcode-approved materials and methods.
  • Explain key water safety messages in clear Khmer, using examples that children, teachers and parents can understand.
  • Support practical CPR demonstrations and practice sessions after receiving appropriate training and authorisation from Helpcode.
  • Help teachers and school focal points reinforce safety messages after the training.
  • Maintain training attendance records, pre/post tests or feedback forms where required, and prepare short activity reports.
  • Swim for Survival coordination
  • Coordinate with Khmer Swimming Federation coaches, swim schools, pool/venue managers and other approved service providers.
  • Support child selection in cooperation with school directors, teachers and Helpcode management, prioritising transparent criteria and child safety.
  • Confirm student attendance, transport plans, session schedules, trainer availability, safety arrangements and materials before each training day.
  • Observe and document Swim for Survival sessions, including attendance, progress, issues, incidents, lessons learned and basic monitoring information.
  • Support the gradual integration of KSF trainers and community-based trainers into Helpcode implementation systems and documentation processes.
  • School, partner and community relationships
  • Maintain professional and regular communication with school directors, teachers, POE/DOE representatives, commune/village leaders, parents and community focal points.
  • Support meetings with target schools and communities to explain activity objectives, schedules, participation criteria and safeguarding requirements.
  • Develop and maintain simple contact lists, meeting notes and follow-up action points for schools, partners and communities.
  • Support community awareness activities, including World Drowning Prevention Day, information sessions, dissemination of IEC materials and local risk-mapping activities.
  • Help identify community members or school staff with potential to participate in Training of Trainers or focal-point activities.
  • Monitoring, documentation and reporting
  • Collect accurate attendance sheets, consent forms, training checklists, photos/videos where authorised, pre/post-test data and other monitoring documents required by Helpcode.
  • Prepare simple written updates in English and/or Khmer for the line manager, including achievements, challenges, risks and support needs.
  • Support the maintenance of organised hard-copy and digital files for each school, training group and field activity.
  • Contribute to monthly reports, donor updates, case stories, internal learning notes and evaluation exercises.
  • Respect confidentiality, data-protection rules and consent procedures for all information related to children, families, schools and project beneficiaries.
  • Safeguarding, safety and inclusion
  • Apply Helpcode Child Protection, PSEA, Code of Ethics, conflict-of-interest and data-protection policies in all activities.
  • Ensure that activities with children are organised in a safe, respectful and non-discriminatory way, with attention to girls, children with vulnerabilities and children from poorer households.
  • Promote safe behaviour around pools, rivers, ponds, boats and other water environments; never improvise unsafe practices.
  • Follow incident-reporting procedures for any accident, near miss, child-protection concern, complaint or suspected misconduct.
  • Support inclusive participation and help identify practical barriers that prevent children, especially girls and vulnerable children, from joining programme activities.
  • Administration, procurement support and communications
  • Support simple procurement and logistics requests according to Helpcode procedures, including quotations, delivery checks and asset/equipment records when requested.
  • Coordinate small field expenses only when pre-approved and submit receipts and supporting documents on time.
  • Support preparation of visibility materials, donor visits, field photos, stories and social-media inputs, respecting consent and communication rules.
  • Participate in team meetings, internal trainings, partner meetings and coordination with HQ or donors when required.
  • Carry out other reasonable tasks related to drowning prevention, education, child protection or community safety as requested by the line manager.

Languages:
  • Khmer - Fluent is required
  • English - Good is required
Qualifications:
  • High School Diploma is required
  • Bachelor's Degree in education, community development, public health, social work, sports, youth work, administration or a related field is preferred
Skills & Knowledge:General & Technical Skills
  • Entry-level candidates are welcome. Previous experience with schools, children, NGOs, community activities, youth groups, training, logistics or administration is strongly valued.
  • Fluent Khmer required. Good working English required: able to communicate with the Country Representative, HQ in Italy and partners, and able to prepare simple written updates, emails and reports. Advanced English is not required, but accuracy and willingness to improve are important.
  • Basic use of Microsoft Word, Excel, email, messaging apps and shared folders. Ability to keep documents organised and update simple spreadsheets.
  • Experience working with schools, teachers, POE/DOE, commune councils or village leaders.
  • Previous participation in CPR, first-aid, lifeguarding, water-safety, swimming or sports training.
  • Confidence speaking in front of children, parents, teachers or community members.
  • Experience with data collection, attendance tracking, surveys, simple mapping or community assessments.
  • Ability to drive safely with a valid licence is an advantage, but not a substitute for programme and safeguarding skills.
  • Understanding of gender equity, disability inclusion or work with vulnerable children and families.
Soft Skills
  • Availability to work from the Sihanoukville office and travel frequently to schools, communities and training venues in Preah Sihanouk Province, Kampot and Kep; occasional travel to Phnom Penh. Ability to travel by road and, when necessary, near-water/boat environments following safety procedures.
  • Commitment to child protection, PSEA, non-discrimination, confidentiality, ethical conduct and respectful work with children and communities.
