Human Resource and Rural Economic Development Organization is a Cambodian non-governmental, non-profit organization which established by a group of Cambodian agricultural and rural development specialists in January 1999.

As a strategic partner with Plan since 2017, HURREDO has been selected to implement a Sponsorship Communication projectin Angkor Chum, Angkor Thom, Banteay Srei, Prasat Bakong, Srei Snom and Svay Leu districts. Sponsorship Communication project is a means of generating long-term and reliable income and support for Plan International’s child-centered community development and rights-based programs. It is the cornerstone on which the organization was established, and it remains the foundation from which Plan International continues to operate today. It nurtures meaningful relationships with communities, families, children, and Sponsors that enable Plan to establish long-term interventions with lasting improvements to the quality of life of children and families with whom Plan works. It provides a solid foundation for building a global community that is aware of, involved in, and united around the needs and rights of children, especially girls.

The proposed model also aims to unify these dual modalities, enabling partners to holistically address the needs of sponsored children and ensure that no child is excluded from Plan’s interventions, both Sponsorship and Program.

  • RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Ensure that sponsorship standards to keep children safe in sponsorship are properly applied and checked, including that SCs & parents understand the CPP and CoC, and report CP incident cases when identified during the field visits to target areas using reporting mechanism procedures.
  • Collect and distribute SC and sponsor communications via the Community Volunteers and closely work with the Sponsorship Manager to ensure sponsorship production targets are achieved.
  • Check/review the quality of communication items (including inappropriate content) to provide specific feedback for improvement as well as for capacity building.
  • Coordinate with the Sponsorship Secretary (SS) and Community Volunteers (CVs) to ensure that communications meet policy standards.
  • Facilitate successful sponsor visits with relevant parties including SCs and their families, SPCs, partners and local authorities if needed
  • Develop capacity of CVs based on the results of the capacity assessment, with support from SPCs using the training manual to conduct training/refresher on sponsorship for CVs to ensure they have enough capacity to perform their role effectively
  • Monitor and follow up the situation of SCs and families, especially the SCs who are not in school or in poor health condition, and work through the CVs to follow the process for SC home visits.
  • Work with CBOs, commune council, school committee, parents and other Plan partners to promote awareness of the role of sponsorship and development programs and to update on program achievements.
  • Maintain relationship with local authorities to support the appointment of and commitment to community volunteer positions.
  • HURREDO, implement, monitor and evaluate work with the aim of achieving gender equality and ensuring the implementation of HURREDO’s commitments as outlined in the Policy on Gender Equality.
  • Adhere to the Child Protection Policy and report any Child Protection incidents in line with local reporting mechanisms.
  • Perform other duties as reasonably requested by the Supervisor and HURREDO.
  • Provide coaching and on-the-job training to partner staff on sponsorship processes, child safeguarding, and quality assurance during the three months of the pilot.
  • Support the Sponsorship Manager in monitoring partner performance and providing feedback to improve sponsorship quality and compliance.
  • Document lessons learned and challenges during the coaching phase to inform the evaluation of the pilot model.
  • Collaborate with the SP team to ensure a smooth transition of sponsorship responsibilities to partners, including handover of relevant tools, data, and community relationships.
  • Must responsible and acknowledges to HURREDO’s policies such as Financial police, Personnel policy, Gender Equality Policy, Safeguarding Children & Young People Policy, Procurement Policy, Fraud and corruption Policy and other in-placed HURREDO’s policies.
  • HURREDO will conduct criminal check to all selected candidates
  • Beside conducting the past job performance check with the provided reference, HURREDO will check with the reference on the case of child abuse as well.
  • DEALING WITH PROBLEMS:
  • The position is required to apply policies and guidelines to common issues to determine the appropriate response
  • There is regular turnover amongst community volunteers resulting in the need to ensure the replacement of community volunteers by local government officials, a lack of continuity of activities and the ongoing need for support and capacity development of CVs to produce sponsorship communications
  • The post-holder must deal with and manage a range of opinions and perspectives amongst community members related to sponsored children and their families’ needs
  • The post-holder must achieve monthly sponsorship KPI targets in the face of regular SC program dropouts
  • This post-holder must travel within several villages to locate SC children and their families to collect and distribute communications.
  • Address challenges related to partner capacity, understanding of sponsorship standards, and community engagement during the transition period. Provide timely support and escalate issues to the Sponsorship Manager as needed.

Qualifications:
  • High School Diploma is required
  • Bachelor's Degree in related field desirable
Work History:
  • Community development and other related fields along with experience working with children and communities for 1 to 2 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Knowledge of community development issues desirable
  • Knowledge of child rights
  • Experience in working/familiar with child sponsorship, child club, CBOs of HURREDO and Plan’s partners preferred
  • Experience with MS office products and databases
Soft Skills
  • Problem solving, conflict resolution and counselling skills
  • Communication and facilitation skills (able to communicate work clearly)
  • Strength in forming relationships, training and motivating volunteers around delivering and implementing guidelines to achieve agreed objectives
  • Ability to effectively work as a team
  • Attention to detail and accuracy
  • Organized and able to prioritize tasks and within tight deadlines
