Human Resource and Rural Economic Development Organization is a Cambodian non-governmental, non-profit organization which established by a group of Cambodian agricultural and rural development specialists in January 1999.
As a strategic partner with Plan since 2017, HURREDO has been selected to implement a Sponsorship Communication projectin Angkor Chum, Angkor Thom, Banteay Srei, Prasat Bakong, Srei Snom and Svay Leu districts. Sponsorship Communication project is a means of generating long-term and reliable income and support for Plan International’s child-centered community development and rights-based programs. It is the cornerstone on which the organization was established, and it remains the foundation from which Plan International continues to operate today. It nurtures meaningful relationships with communities, families, children, and Sponsors that enable Plan to establish long-term interventions with lasting improvements to the quality of life of children and families with whom Plan works. It provides a solid foundation for building a global community that is aware of, involved in, and united around the needs and rights of children, especially girls.
The proposed model also aims to unify these dual modalities, enabling partners to holistically address the needs of sponsored children and ensure that no child is excluded from Plan’s interventions, both Sponsorship and Program.
- Data Collection, Consolidation & Reporting
- Consolidate monthly and quarterly activity data from project staff using Microsoft Excel.
- Consolidate and enter activity data into online systems (Plan-software) on a monthly and quarterly basis, ensuring data completeness and accuracy.
- Update project results tracking in the logframe on a quarterly, semi-annual, and annual basis, disaggregated by output, outcome, and impact indicators.
- Survey Planning, Implementation & Donor Support
- Work closely with Plan-MEARL staff to design and conduct quarterly and semi-annual outcome and impact surveys that support project progress reporting to donors.
- Develop and adapt M&E data collection tools for HURREDO, including questionnaires and survey guides, as required.
- Support preparation of evidence-based progress updates using survey and monitoring data.
- Outcome Monitoring & Learning
- Support outcome and impact measurement processes, including structured feedback loops to improve implementation decisions.
- Work with Plan MEARL staff and HS project teams to conduct the Annual OMS (Outcome Monitoring System or equivalent annual OMS process), as applicable within the program framework.
- Annual Monitoring & Field Quality Assurance
- Conduct quarterly field monitoring, including data verification with implementation sites.
- Produce field monitoring reports with findings, challenges, risks, and recommendations for improvement.
- Baseline, Midline, Endline & Rapid Assessments
- Coordinate and/or conduct baseline, midline, endline, and rapid surveys/assessments.
- Compile survey findings and produce clear reports for internal use and donor requirements.
- Monitoring, Evaluation Tools & Continuous Improvement
- Develop and strengthen M&E tools for HS project teams and HURREDO to improve project quality, data reporting, and documentation practices.
- Prepare M&E reports and provide recommendations to improve project quality and performance.
- Proposal Support & Log frame Development: Participate with the Program/Project Coordinator/Manager to support the development of M&E components (including logframes and indicator frameworks) for new proposals.
- Coordination with Program Teams:
- Coordinate and engage program staff to ensure proper implementation of M&E activities, including adherence to timelines and reporting standards.
- Support the program team(s) to ensure data is collected as planned and aligned to project indicators.
- Other Duties
- Perform any other monitoring, evaluation, or program support tasks as required by HURREDO management.
- Must responsible and acknowledges to HURREDO’s policies such as Financial police, Personnel policy, Gender Equality Policy, Safeguarding Children & Young People Policy, Procurement Policy, Fraud and corruption Policy and other in-placed HURREDO’s policies.
- HURREDO will conduct criminal check to all selected candidates
- Beside conducting the past job performance check with the provided reference, HURREDO will check with the reference on the case of child abuse as well.
- English - Good
- Bachelor's Degree in English and Computer Science Tertiary English language qualification is required
- Working with NGO for the Monitoring and Evaluation skill for 2 years as a minimum
- Data science and data analysis (Stata, Excel, SPSS) and relate software
- Survey/research knowledge and protocol
- Understand on MEARL (RBM) framework
- Knowledge of community development issues desirable.
- Good with Microsoft Office products, especially Excell and with databases and data entry
- Able to use technology tools including Kobo, Mwater,…….
- Able to use M&E software and system.
- Communication skills (ability to communicate clearly both verbally and written in English).
- Ability to effectively work as a team.
- Attention to detail and accuracy.
- Organized and able to prioritize tasks and within tight deadlines.
