- The success of this role is measured by key result areas which are listed below:
- Build and maintain partnerships with churches, NGOs, government committees, academics, media, and survivor networks to position IJM Cambodia as a trusted collaborator, strengthening government responses against human trafficking and community reliance on the justice system.
- Collaborate with the Thailand and Malaysia teams in community engagement efforts (including social media collaboration) focused on Cambodian migrant workers in destination countries to support increases in protection in those countries.
- Identify essential power actors within the government and private sectors and initiate, maintain, and foster relationships with them either directly or through other IJM Cambodia leaders to lead to effective anti-labor trafficking actions;
- Develop and implement a CE strategy to scale IJM Cambodia’s impact through local and national partnerships, leveraging IJM’s expertise and working with regional and global teams to strengthen Cambodia’s labor trafficking response.

- Leverage national and regional speaking and meeting opportunities for survivors and staff to embed IJM's theory of change and source-country model in counter-TIP responses.
- Oversee effective capacity-building initiatives of government and NGO/CSO that demonstrate proven impact through clear measurements of improved performance;
- Lead the team to identify, recruit, onboard, train, manage, and monitor local partners (funded and non-funded) and mobilize local and national actors to engage with the public justice system and deliver holistic aftercare services to survivors.
- Roles and Responsibilities:
- Leadership and Management: Responsible for communicating and driving the IJM Cambodia Community Engagement vision and strategies and fostering IJM’s culture of spiritual health and integrity. Tasks include overseeing the management and development of CE staff, financial stewardship and management of the CE budget, and creating new partnership initiatives and processes.
- Build a well-functioning and healthy multi-disciplinary team with the right strengths and capacities for their roles;
- Leadership of the whole person through an emphasis on spiritual formation and pastoral care;
- Set the CE department vision and strategy in collaboration with the CE staff, leaders in the office, and the Forced Labor Slavery Hub.
- Ensure field office staff understand the government/power-actor engagement strategy and plan and take ownership for their contributions within the plan;
- Assign, guide and manage IJM leaders' high-level government relationships;
- Lead cross-cutting project teams in the execution of IJM's advocacy and capacity-building initiatives.
- Strategy & Knowledge Development & Implementation: Set IJM's community engagement objectives, priorities, and plans. for CE consistent with the long-term strategy for IJM Cambodia’s project, aimed at increasing the scale of IJM’s impact in Cambodia, the region and globally.
- Build a departmental strategy and plans around IJM’s core theory of change and protection models of ending impunity in forced labor slavery, identifying the essential components of a strategy to rapidly improve the Cambodian government's response to labor trafficking;
- Draw from IJM Cambodia’s deep casework and government relations experience to train partners on essential best practices to address issues at national and provincial levels to increase confidence in the justice system.
- Implement Community Engagement strategy to increase reliance through case reporting and participation in the justice system
- Implement social media strategy to improve the justice system and deter crimes.
- Collaborate with the Planning and Program teams to develop and implement a plan for acquiring, monitoring, and reporting partner and government data, including activities, outcomes, milestones, and impact.
- Staying on top of the counter-TIP research related to Cambodia and our baseline studies
- Networking & Partnership: Initiating, developing and maintaining relations, alliances and coalitions with key stakeholders and organizations in Cambodia to develop formal and informal partnerships that will rapid increase the scope and impact of IJM’s JSS model in Cambodia.
- Develop a comprehensive understanding of the partner landscape in IJM’s target provinces and devise a strategy to identify, recruit, equip and manage the most high-potential partners;
- Identify key power actors (primarily Cambodian government actors but also including high-level non-government, intra-government, UN, Embassy, and other stakeholders) and initiate, maintain, develop and enhance IJM's relationship and coordination with them;
- Ensure IJM is present at and consulted on significant counter-trafficking workshops, forums and events (within Cambodia and in regional events relating to Cambodia);
- Seek opportunities to grow IJM's network of partners - from grass-roots casework organizations to national and regional influencers - and connect IJM leaders and staff to new partners;
- Personally build trust with key stakeholders, particularly in non-government sectors (including among NGOs, civil society, media, business, churches and other faith communities) leading to concrete, practical, productive and sustainable engagements.
- Training and Development: Deliver effective formal and informal, internal and external training to enhance IJM’s ability to both collaborate with and manage partners, and build capacity of key stakeholders.
- Identify capacity gaps within the IJM CE team and ensure those gaps are closed rapidly through training and development;
- Develop new materials, modules and tools to train aftercare and community partners on casework, data, and policies and procedures, ensuring partners receive the needed training in a timely manner;
- Equip IJM leaders and staff to communicate effectively with external stakeholders about IJM's project and theory of change and protection model

- Education & Experience:
- At least five years’ field experience in conducting casework and survivor service interventions alongside government and non-government partners including both grass-roots and international organizations;
- At least five years’ experience in leading teams of field professionals. Leadership experience in cross-cultural settings preferred;
- Graduate degree in social work, law, human rights, international development or related field, or equivalent work experience;
- Experience in setting program strategy, casting vision, and leading teams to deliver outstanding results;
- Experience in building capacity of justice system officials.
- Technical Competencies:
- Networking and bridge building;
- Project/program management, strategy creation, annual planning and budgeting
- Proficiency in project data management – familiarity with case management and tracking systems and databases;
- Knowledge of international trafficking instruments and understanding of labor trafficking laws and their practical application;
- Knowledge of counter-human trafficking concepts and principles for community-based aftercare; in partner capacity building and management;
- Critical thinking and problem solving
