Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
- Assist Project Engineer in gathering and providing essential information, engineering data, and technical details for effective project planning and implementation, including mobilizing communities for construction activities and preparing monthly and quarterly work plans.
- Provide technical inputs for the planning, design, and construction or rehabilitation of shelters and small-scale community infrastructure, including the preparation of detailed engineering documentation such as plans, drawings, bills of quantities, cost estimates, specifications, and tender documents.
- Conduct regular field monitoring and supervision of construction/repair/rehabilitation activities to ensure compliance with approved designs, standards, and objectives, while coordinating effectively with partners, government stakeholders, and IOM teams.
- Work closely with the Senior Programme Assistant (Shelter and Community Infrastructure) and relevant units to support project identification, technical assessments, and community consultations, ensuring technical considerations are effectively integrated into the planning, design, and implementation of shelter and community infrastructure interventions.
- Contribute to feasibility studies, engineering surveys and engineering design for selected projects, preparing drawings, quantity and cost estimation, BOQs, work schedules, etc., using relevant engineering softwares (e.g., AutoCAD, Civil 3D, Primavera).
- Prepare technical reports on shelter and infrastructure activities, assess site monitoring results, and certify completed works in line with approved designs and standards.
- Carry out regular site inspections to oversee project resource utilization, ensuring accessibility, constructability, health and safety, and aesthetics, in compliance with QA/QC procedures, applicable construction codes, and engineering standards.
- Provide field guidance on social and environmental safeguards during technical and feasibility site studies / and provide technical guidance and supervision in implementation stage.
- Assist in preparation of regular project-related reports, engineering data, findings to the supervisor in a timely manner.
- Oversee daily project operations to ensure accurate and correct methods, materials selection for construction/repair works with proper evaluation of specifications and immediate resolve any discrepancies during construction works.
- Ensure all shelter /infrastructure projects are designed and implemented as per community development, QA/QC operation manuals, and procurement guidelines.
- Provide on-the-job training to carpenters, masons, and skilled workers on appropriate construction techniques, DRR-compliant practices, and infrastructure maintenance, ensuring adherence to technical specifications, safety standards, and quality requirements.

- Bachelor's Degree in Social Sciences, Development Studies, Project Management, or a related field from an accredited
- High School Diploma in six years of relevant professional experience
- Experience working with international organizations, NGOs, or government institutions, preferably with exposure to UN systems and procedures;
- Experience supporting project implementation, coordination, and monitoring, preferably in shelter, community infrastructure, or related development/humanitarian programmes in the field
- Experience in conducting/coordinating field assessments, community engagement, and working with community-based organizations (CBOs) and local stakeholders.
- Experience in preparing reports, maintaining project documentation, and supporting administrative and financial tracking processes of project activies.
- Experience in coordinating and maintaining effective working relationships with government counterparts at provincial, and local levels, as well as liaising with implementing partners and other key stakeholders in field settings;
- Familiarity with donor-funded projects and reporting requirements is an advantage.
- Basic knowledge of project management/monitoring and evaluation concepts and tools;
- Good computer literacy, including MS Office applications (Word, Excel, PowerPoint).
- All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
- For this position, fluency in English and Khmer is required (oral and written).
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
- Strong communication and organizational skills, with the ability to prepare clear and concise reports and maintain accurate records;
- Good coordination and interpersonal skills, with the ability to work effectively with diverse stakeholders, including communities, government authorities, and partners;
- Ability to work independently and as part of a team in a multicultural environment;
- Ability to work under pressure, manage multiple tasks, and meet deadlines with attention to detail;
- Demonstrated sense of responsibility, initiative, and sound judgment;
