Background of Cambodia's coastal and marine fisheries
Cambodia's coastal and marine fisheries are vital to the economy and food security. The coastal provinces of Kep, Kampot, Koh Kong, and Preah Sihanouk - host diverse ecosystems like coral reefs, mangroves, and estuaries, essential for marine biodiversity and local livelihoods.
The development of coastal regions has brought challenges such as overfishing, gender inequality in businesses and community activities, and environmental degradation, harming marine ecosystems and local well-being. In response, there is increasing emphasis on sustainable fisheries management for long-term viability. Local authorities and NGOs are collaborating to promote responsible fishing practices.
Project Overview and Objective
The Sustainable Coastal and Marine Fisheries Project aims to create a sustainable, inclusive, and gender-responsive fishery model that promotes environmental resilience, empowers women, and boosts economic opportunities for marginalized groups. It also supports Small and Medium Enterprises (SMEs) in the coastal fishery sector by providing access to resources, training, networks, and tailored financing. Funded by the Royal Government of Cambodia, the Asian Development Bank (ADB), and Agence Francaise de Development (AFD), the program is implemented by the Fisheries Administration, the Ministry of Environment, and Khmer Enterprise.The main focus of the program includes:- Adaptive coastal and marine fisheries enhance

- Sustainable and inclusive coastal and marine businesses incubated and commercialized
- Specific Tasks:
- Train KE staff and ensure KE’s compliance with financial management requirements in accordance with the Ministry of Economy and Finance’s Standard Operating Procedures (SOP)
- Prepare and/or update the supplementary financial management manual (SFMM) for project activities under KE, which includes necessary internal control procedures for KE activities, specific processes to ensure timely preparation of the annual work plan and budget, procedures to monitor the budget and templates for monthly/quarterly and annual project financial reporting
- Set up the chart of accounts (COA), which is aligned with the SCMF’s COA, in the accounting software Sage50 following the project’s cost categories applicable to KE in PAM, SOP and SFMM for all funding sources to enable timely and accurate accounting and financial reporting.
- Monitor and perform monthly reconciliations and annual financial closing
- Develop financial assessment templates for the business incubator, covering operational budgeting, reporting, and capital investment appraisal, and review all financial aspects of business plans and grant applications, providing formal assessments with recommendations for any data gaps or analytical deficiencies. Provide trainings to KE staff to address the deficiencies as needed.
- Support the timely implementation, monitor/reporting of the financial management timebound action plan progress applicable to KE under the project in the project’s quarterly progress report and during supervision missions
- Develop the financial measurement criteria, monitoring mechanism and reporting template to evaluate the financial viability of the SMEs incubated and their performance as required by the project
- Support the project manager with monitoring and reporting to the project executing agency and ADB following the overall SCMF financial management and reporting requirements
- Prepare Monthly, Quarterly and yearly actual vs budget vs rolling forecast result analysis including financial forecasts from KE partners
- Perform and train relevant KE staff on monthly, quarterly and annual account reconciliations (bank accounts, investments, prepaids/prepayment, deposits etc.)
- Support KE during internal and external audit engagements, identify timebound action plans and support KE to timely resolve audit issues and findings.
- Review Purchase Requisition Form (PRF) and check budget line
- Prepare any ad hoc reports as required
- Other assigned tasks in the project
- The consultant will deliver:
- Financial Management Manual and Compliance Report — SFMM update + staff training documentation
- Chart of Accounts (COA) Setup Report — Sage50 configuration aligned with SCMF/PAM/SOP
- Monthly Financial Reconciliation Reports — Bank reconciliations + actual vs. budget analysis`
- Quarterly Financial Progress Reports — Expenditure summaries + timebound action plan updates
- Business Incubator Financial Assessment Framework — Budgeting tools + formal reviews of business plans/grant applications
- SME Financial Viability Monitoring Reports — Performance tracking for incubated enterprises
- Annual Financial Closing and Audit Support Report — Year-end closing + audit findings and resolution
- Ad Hoc Reports and Purchase Requisition Reviews — PRF checks + any additional reports requested
- English - Fluent
- Master's Degree
- Bachelor's Degree in financial management, business administration, accounting, finance or another related field
- Professional experience in financial management, accounting, finance and operations management for 6 years as a minimum
- At least of relevant experience under externally funded projects in Cambodia for 3 years
- Relevant international accounting qualification such as Certified Public Accountant (CPA) or equivalent is required.
- Experience in managing financial management systems, planning and budgeting processes and procedures, project accounting and financial reporting in Cambodia, and relevant compliance requirements in Cambodia.
- Familiarity with the Standards Operating Procedures issued by the Ministry of Economy and Finance is required
- Experience in capacity building and training delivery is preferred.
- Ability to assess and review financial investment appraisal.
- Excellent English communication, writing and negotiation skills, particularly in challenging situations or during policy transitions.
- Strong interpersonal skills with the ability to work effectively as part of a diverse team with varying expertise, skills, and objectives.
- Proven track record of setting priorities, multitasking, and maintaining accuracy while meeting deadlines.
- High level of integrity, credibility, and dedication to the organization's mission and values.
- Proactive, detail-oriented, and results-driven.
- Ability to thrive in a dynamic and fast-paced environment.
- Strong problem-solving skills and the ability to make sound decisions under pressure.
- No previous performance issues in any ADB-funded projects and must have no other contractual obligations
