We are now looking for qualified candidate to fulfill the position below:
- Program Manager
- Support in strategic planning and proposal development for fundraising.
- Coordinate, supervise and lead the program planning processes to develop the long-term program plan (3-year Program Plan and/or the KPY Strategic Plan.
- Ensure that target community people engage with monitoring the implementations of the program at the grass-root level.
- As part of fundraising, assist ED to develop funding proposals to be submitted to the other potential donors.
- Provide support to all Program Officers to make sure that day to day performance at their respective target district perform good working relationship with all levels of local authorities.
- Assist ED: coordinate, manage and support KPY Program, including the monitoring of Program implementation and ensure Project/Program Progress Reports to Donors with high quality.
- Make sure that all Program Officers are fully aware of the KPY Long-term program plan and the Strategic Plan.
- Make sure that the program plans are implemented, monitored, evaluated, and reported greatly following at least five dimensions of evaluation: relevance, efficiency, effectiveness, impact and sustainability.
- Coordinate and take lead to ensure that Program & Project Progress Reports are submitted to all relevant donors with quality and in timely manner.
- Undertake periodic coaching visits to the Program sites/Target Districts and present the findings with simple recommendations to the management team (MT) and/or the relevant staff for ongoing improvement and/or action.
- Manage and support the M&E system to assure the quality of the Program implementation and the outcomes of the program.
- As a member of Management Team (MT), update MT… in particular, on the progress, challenges, lessons to be learned and seek management support to address the issue when needed.
- Take lead in periodic Program evaluations and recommend adjustments for improvement.
- Assist ED and play role as survey team advisor, make sure that baseline survey for the 3-year program plan is conducted in timely and successfully, following the aim and objectives of the baseline survey ToR.
- Provide support to Program Unit and other relevant Units in documenting programmatic lessons learns and best practices and then getting them widely shared.
- Ensure that findings and recommendations from evaluations, studies, researches, field monitoring, etc., are shared and taken action accordingly in timely manner.
- Assist ED: taking lead in coordinating and developing the Program Handbook and overseeing the application.
- Provide technical support to KPY Program team in developing, introducing, reviewing and application of Program guideline to ensure the quality of Program and/or Projects.
- Through the Program Field Team, ensure that the implementation of all Programs and/or projects adhere to all active programmatic guideline, other KPY relevant policies and requirements of donors.
- Assist ED: in collaboration with Finance to develop Program budgeting, in line with program planning and monitoring Program spending.
- Work closely with Finance in reviewing quarterly, semester and/or annual budget plans and spending is following the agreed schedule/Program Plan.
- Responsible for the preparation of regular reports and correspondence to funding partners as per their special requests, in cooperation and with support of the ED.
- In close collaboration with the Finance Unit, ensure that financial practices are compliant to financial procedures and policies.
- In close cooperation with Admin/HR Unit to make sure that procurement plans and processes are implemented in timely, effectively and efficiently.
- In cooperation with HR/AD on staff capacity development and human resources management.
- Provide strategic leadership for Program staff development plan according to programmatic needs in close collaboration with HR/AD and ED.
- Provide coaching, supervision to the staff directly and/or indirectly through regular supervision monitoring visits to the target areas/districts and then meet with staff as planned and in accordance with their Job Descriptions.
- Coaching for ongoing Capacity Development of program staff/Field Team
- Provide professional support and supervision to Program Officers and volunteers
- Conduct annual performance appraisal of Program Officers and other direct report staff working under the Program Coordinators.
- Partnership and Networking
- Assist ED in networking with relevant institutions, NGOs, government partners and continue building good relationship for their continued support to KPY’s program.
- Keep good coordination with donors, other development agencies, commune and district authorities.
- Participation in the management team meetings: Support and execute the management decisions and ensure that Program issues are shared and adhered to by the program field staff.
- Prepare relevant Program matter for sharing with the management team for their information, recommendations and/or management action when necessary.
- Follow up and evaluate the impact of the Program, identifying challenges or recommending changes requiring attention of the management team.
- Facilitate Management Team Meeting in rotation
- General administration works
- Sign all internal and external correspondences as authorized by the ED.
- Fulfill any other responsibilities as may be assigned or delegated by ED in his/her absence.
- At least 5 years experiences in middle management roles, taking responsibility or being involved at a high-level in program design/management, implementation and monitoring in the development sector of Cambodia with NGOs or relevant Private Sectors.
- Strong leadership & management skills, interpersonal skills and human resource development, analytical thinker with vision about future of program strategy and development.
- Knowledge and experience in participatory community development or willingness to learn new things.
- Spoken and written English language skills and computer literacy. Ability to support and assist ED to write high-level program reports, prepare spreadsheets, develop project proposals and budgets based on program activities, planning and projections on time and to a high standard
- Experience with youth/children and gender issue or other relevant vulnerable groups programs with experience of complex project or department management within a community development context is advantage.
- Mentoring and coaching skills
- Flexibility and multi-tasking experiences
- A Cambodian national with Bachelor degree in related fields (e.g., social/rural development, agriculture, social business/enterprise and/or NGOs skill etc.)
- Willingness to travel to remote program areas.
- Cultural sensitivity, team work spirit style and attitude of service and can-do.
- Interest and commitment to work with the poor through community empowerment development works.
- Highly committed to KPY vision, mission and core values
- Experienced practical program/project design, implementation and monitoring and proposal writing skills
- Excellent facilitation, mentoring/coaching and negotiation skills.
