The EU has a long-standing relation with Cambodia. Through substantial development assistance, support to democratic and good governance processes and a commitment to open markets, the EU has been assisting Cambodia in its efforts to build a brighter future for its population.
Landell Mills International has been contracted by the European Union Delegation to Cambodia to enhance EU relations, partnership and cooperation with the Kingdom of Cambodia through more effective communication and visibility of EU's principles and values, external policies and actions.
To fulfill this contract, we are seeking to recruit various non-key expert positions for part-time roles based on contracts measured in days, starting from the second quarter of 2026 and continuing through December 2027.
- English - Fluent is required
- Khmer is preferred
- Bachelor's Degree in marketing, communications, advertising, media, or related field.
- Professional experience in digital and/or out-of-home advertising, media planning, or media strategy for 10 years as a minimum
- Strong expertise in paid media planning, budget allocation, optimisation, and performance analysis across digital and OOH channels.
- Demonstrated ability to analyse advertising performance data and translate insights into strategic recommendations.
- Strong understanding of audience targeting, media channel selection, and optimisation principles.
- Professional working proficiency in English required; Khmer is an asset.
- Advanced degree or specialised training in advertising, media strategy, or marketing analytics considered an asset.
- Demonstrated experience supporting integrated advertising or communication campaigns across digital and offline channels.
- Experience advising on advertising strategy, media planning, and budget optimisation for multi-channel campaigns.
- Experience working with institutional, development, or large-scale public communication campaigns will be considered an asset.
- Professional experience in Cambodia or Southeast Asia will be considered an asset.
- Ability to work in multicultural environments and coordinate with multiple stakeholders and suppliers.
- Demonstrated experience overseeing or advising on advertising budget allocation and performance optimisation.
- Participation in at least 4 advertising or campaign outreach assignments involving paid media strategy or media planning.
- Experience providing strategic advertising guidance over extended campaign periods and supporting performance-based optimisation.
- Experience aligning content formats and creative outputs with paid media performance requirements.
- Relevance and depth of advertising and media strategy experience
- Demonstrated experience managing or advising on advertising budgets
- Experience with integrated digital and OOH campaigns
- Ability to analyse performance and provide strategic optimisation recommendations
- Experience with institutional or development communication campaigns (asset)
