The Royal Government of Cambodia (RGC) has implemented the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Capture component (CAPFISH-Capture) from 2019-2025. The Financing Agreement was signed on 01 July 2019 and became effective on the same date. The overall objective of the CAPFISH program is to achieve a more sustainable, climate-resilient and inclusive development of Cambodia freshwater and marine fisheries. It will thus contribute to achieving the objectives of the National Strategic Development Plan (NSDP), the Strategic Planning Framework of Fisheries (SPF 2015-2024), and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP), as well as improvement in areas relevant to the fight against IUU fishing. Although it is expected that the same reform policy will be pursued in the coming years, it is foreseen that, following the adoption of the ASDP 2019-2023, there may be a need to adjust the programme to ensure continued alignment, notably the variable tranche indicators of the budget support.
We are now looking for qualified candidate to fulfill the position below:
- Technical Marine Fishing Gear Drawing Consultant
- The specific objectives:
- Technical drawing the select specific fishing gear that the service provider shall draw, as well as provide the technical details on the required measurements (such as mesh size, assemble tools, hook size, etc.) for the marine fishing gears.
- The objective of assignment is to assist the programme coordinator of CAPFISH-Capture Programme to conduct Technical Marine Fishing Gear Drawing.
- The Consultant will utilize their own equipment to carry out the assignment, focusing on illustrating the selected marine fishing gears gathered by Fisheries Administration officials. They will compile and input this information into the attached Prakas on technical fishing gears. The Consultant will collaborate closely with the Project Coordinator of the CAPFISH-Capture Programme at the Fisheries Administration and the Department of Fisheries Affairs (DFA).
- Deliverables
- The Consultant’s output is expected to consist of, but is not restricted to, the following deliverables:
- Approximately Seventy (70) selected fishing gears are cleaned up, attach to the Prakas on technical fishing gears and recorded in the Fisheries Administration Database.
- The outcome of drawing fishing gear is delivered and approved by the Fisheries Administration.
- Implementation Arrangements
- The Consultant will report to the Department of Fisheries Affair, Fisheries Administration for Operation and shall work closely with all project teams of CAPFISH-Capture. The Consultant shall have his/her own designated workspace and will provide input for a total of 60 working days. The indicative timeframe for this assignment is from February to May 2025.
- Bachelor’s in science in Fisheries or Engineer or Architecture or equivalent.
- At least five (05) years of work experience in Fisheries related tasks, specifically at least five (05) year working experience in Technical Drawing.
- Highly effective coordination and networking skills with Government Ministries/ Institutions, for the public projects/program’s implementations
- Experience in technical drawing or illustration of fishing gear is highly advantageous.
- Proficiency in technical drawing software (e.g., AutoCAD, Adobe Illustrator) for creating accurate illustrations.
- Strong understanding of marine fishing gear and associated regulations.
- Good proficiency in English, both written and spoken, to effectively communicate with diverse stakeholders and prepare documentation.

Interested consultant must provide his/her updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy followed by an electronic copy.
Interested consultant may obtain copies of the detailed Terms of Reference (in English) for the assignment by sending a request by Email or from the address provided in the contact details during office hours from 08:00 to 12:00 am and from 02:00 to 05:30 pm, Monday through Friday, except public holidays.
