The National Council for Sustainable Development (NCSD), Ministry of Environment (MoE), Cambodia and the United Nations Human Settlements Programme (UN-Habitat) have been successful in securing funding from the Adaptation Fund to implementing a four-year climate change adaptation project titled “Increasing climate resilience through small-scale infrastructure investments and enhancing adaptive capacity of vulnerable communities in Kampot and Koh Kong Provinces in Cambodia.”
The overall objective of the project is to support climate resilient and adaptive development and increase the capacity for climate variability/change adaptation of target communities living in Kampot and Koh Kong Provinces. This objective will be achieved through the following specific objectives:
- To implement concrete adaptation actions that support climate resilient infrastructure in Kampot and Koh Kong Provinces to adapt to current impacts of climate change, in particular, extreme hydro-meteorological events.
- To reduce the impacts of coastal climate hazards by recovering coastal ecosystems (Ecosystem-Based Adaptation) and minimizing related socioeconomic impacts on communities.
- To enhance institutional capacity at the provincial and local level, relevant Government entities, and communities for decision-making and management of the implementation of adaptation measures/actions to address climate change and variability in Kampot and Koh Kong Provinces.
The project is structured around the following three components:
Component 1: Increasing coping capacity by promoting climate-resilient small-scale infrastructure.
Component 2: Adapting to current impacts of climate change through recovery of coastal ecosystems, and livelihood improvement and diversification, and
Component 3: Building capacity and knowledge sharing to reduce vulnerability to climate change.
- Under the supervision of the National Project Manager/National Team Leader and in close collaboration with UN-Habitat team, sub-national authorities, and other project consultants, the Sluice Gate and Embankment Rehabilitation Consultant will be responsible for implementing activities under Component 1, specifically focusing on “Output 1.6: Build five sluice gates and embankments to prevent saltwater intrusion in Krong Khemara Phoumin”. The objective of this consultancy is to provide professional services for the site investigation, detailed design, and construction oversight for the installment of five water gates and embankment improvements to support climate change adaptation.
- The consultant will carry out the following tasks:
- Conduct thorough assessments of the five identified locations, including asset condition, dimensions, and ground investigations.
- Perform surveys to identify low-lying areas where floodwater might bypass gates and determine the need for raising roads or building flood walls.
- Evaluate risks from both sea-level rise and surface water flooding to inform structure operations.
- Analyze impacts on upstream wetlands, specifically focusing on mangrove preservation and fish migration.
- Develop detailed designs for vertical sluice gates or alternative flap gates (for unidirectional flow) as appropriate for each site.
- Propose materials resilient to the harsh tidal environment.
- Incorporate Health and Safety (H&S) considerations for manually operated gates, including stairs and upper bridges.
- Design mitigation tools such as fish passes if flap gates are recommended.
- Develop a comprehensive Operation and Maintenance Manual, including specific settings for gate operations to balance freshwater impoundment and environmental impact.
- Plan for integrated enhancements such as solar street lights and tree planting.
- Coordination, documentation, and reporting:
- Coordinate with NCSD, UN-Habitat, provincial authorities, community leaders, and technical consultants to ensure alignment and timely delivery of activities.
- Participate in project coordination meetings, missions, and workshops as required.
- Khmer - Fluent
- English - Fluent
- Master's Degree in Civil Engineering, Hydraulic Engineering, Water Resources Management, or a closely related field.
- Minimum of progressive experience in the design and construction of water control structures, specifically sluice gates, flap gates, and embankments for 3 years
- Additional certifications in Climate Change Adaptation or Coastal Zone Management are highly desirable.
- Proven track record in conducting topographical surveys, site investigations, and flood risk assessments in coastal or tidal environments.
- Demonstrated experience in rehabilitating aged infrastructure and managing projects involving manual and self-operating control systems.
- Experience performing Environmental Impact Assessments (EIA) with a focus on mangrove ecosystems and fish migration patterns.
- Prior experience working on UN-funded or international development projects, preferably within Cambodia’s coastal zones, is a significant advantage.
- Experience working with government counterparts (national and sub-national), and vulnerable communities.
- Expert knowledge of hydraulic modeling and the ability to design structures resilient to sea-level rise and extreme weather events.
- Deep understanding of corrosion-resistant materials suitable for harsh, high-salinity tidal environments.
- Competency in incorporating Health and Safety (H&S) standards into infrastructure design (e.g., access stairs and bridges).
- Ability to produce high-quality technical drawings and comprehensive Operation and Maintenance (O&M) manuals for local authorities.
- Fluent in Khmer for local coordination and English for high-level reporting. Proven track record in meeting facilitation and stakeholder engagement, with a focus on inclusive communication for vulnerable populations.
- Strong interpersonal skills to coordinate with diverse stakeholders, including national and sub-national authorities, relevant provincial departments, and local communities.
