The Royal Government of Cambodia has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply part of the proceeds for consulting services.
- Khmer - Fluent
- English - Fluent
- Bachelor's Degree in education, sociology, economics, or related fields as a minimum
- Master's Degree is preferred
- Design of M&E systems and the M&E of projects funded by World Bank, ADB, or other major donors in Cambodia for 7 years as a minimum
- Demonstrate strong knowledge of statistics and evaluation techniques and bring experience in the preparation and implementation of socio-economic surveys as well as data analysis; Familiarity with Stata software is a plus;
- Familiar with different method in data collection tools and skillful in conducting data analysis to compile M&E results;
- High level proficiency of English and strong Khmer communications skills;
- Sound knowledge of computer software programs: Microsoft Excel, Word, Access and Power Point.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Interested consultants are required to submit a Letter of Expression of Interest including curriculum vitae, nominated referees (with contact details), by hard or soft to Ms. Moeung Jolita, Chief of Procurement, MLVT/SBJ via e-mail or hard copies to the address provided in the contact details.
