The National Center for Parasitology, Entomology and Malaria Control (CNM) has been strengthening the use of digital information systems to support malaria surveillance, program management, planning, implementation, and decision-making. The Malaria Information System (MIS) is a key platform supporting the collection, management, analysis, and use of malaria-related information.
As the MIS is expanded to support integration with TB, HIV, and other health programs, common data such as health facilities, administrative divisions, population, laboratory information, and commodities/stock need to be consistently defined and maintained across programs. Differences in codes, identifiers, names, structures, and update mechanisms can result in data fragmentation, duplication, and inconsistent reporting.
CNM therefore intends to harmonize common master data across the MIS and relevant health program systems to provide a consistent foundation for interoperability, API-based data exchange, shared modules, dashboards, and future system integration. The work will focus on assessment, mapping, standardization, validation, and establishment of practical mechanisms for maintaining common master data.
To support this initiative, CNM is seeking a Technical Assistant (TA) with expertise in database management, master data management, data harmonization, interoperability, APIs, data quality, and health information systems.
- Assessment and Functional Planning
- Review existing MIS modules and identify functionality that can be reused or expanded across programs.
- Consult relevant users and program focal points to identify common requirements.
- Define functional requirements, workflows, user roles, data requirements, and integration needs.
- Develop a detailed technical development and implementation plan.
- E-Training and Certification
- Develop or enhance course and training management functionality.
- Support user enrollment, learning content, assessments, completion tracking, and training history.
- Support pre-test/post-test and scoring functionality where required.
- Develop certification and certificate management functionality.
- Provide training and certification reporting by user, program, administrative area, and other relevant dimensions.
- Alert and Notification
- Develop configurable system alerts based on defined business rules and conditions.
- Support alerts related to stock levels, expiry, reporting, training, certification, and other program events.
- Support user- and role-specific notifications.
- Support in-system notifications and, where technically approved
- Provide configuration options for authorized administrators to manage alert rules.
- Stock Management
- Develop or enhance commodity master data and stock management functions.
- Support stock receipt, issue/distribution, transfer, adjustment, and balance management.
- Support batch/lot and expiry-date tracking where required.
- Support minimum and maximum stock levels and stock alerts.
- Cover RDTs, ACTs, LLINs, laboratory commodities, and other relevant program commodities.
- Provide facility-level and program-level stock visibility and reporting.
- Integrate stock management with common facility and commodity master data and relevant external systems where appropriate.
- Testing, Documentation and Handover
- Conduct unit, integration, functional, and user acceptance testing as appropriate.
- Address identified bugs, data issues, and performance problems.
- Apply role-based access control, audit trails, secure development practices, and cybersecurity requirements.
- Develop user manuals, administrator guidance, technical documentation, and API documentation where applicable.
- Provide deployment support, knowledge transfer, and handover to the MIS/IT team.
- Expected Outputs
- Functional and technical specifications for the common MIS modules.
- Enhanced e-training and certification module.
- Enhanced alert and notification module.
- Enhanced stock management module covering RDTs, ACTs, LLINs, laboratory commodities, and other relevant commodities.
- APIs or other integration components required for approved system integration.
- Testing, user acceptance, bug fixing, documentation, deployment support, and knowledge transfer completed.
- Bachelor's Degree in Computer Science, Information Technology, Information Systems, Software Engineering, Health Informatics, or another related field
- Software development, information system implementation, or system integration for 5 years as a minimum
- Demonstrated experience developing web-based information systems, modular applications, databases, APIs, and integration solutions.
- Experience with e-learning, workflow, notification, logistics, stock management, or similar systems is desirable.
- Strong knowledge of database technologies, APIs, role-based access control, and secure application development.
- Experience with health information systems or government information systems is an advantage.
- Ability to work and coordinate effectively with multiple technical and program stakeholders.
- Familiarity with the health system in Cambodia is desired.
- Experience in malaria, TB, HIV, logistics, or public health is desired.
