The National Institute of Public Health (NIPH) has become a semi-autonomous public institute with a broad mandate in public health. The NIPH mandate includes three main functions: 1) It provides public health and leadership training, 2) It serves as the national referral medical laboratory, and 3) It provides technical and scientific research and health policy support.
Under Framework agreement 5 (FA5 DGD-ITM 2022-2026), funded by Belgian development cooperation, the National Institute of Public Health (NIPH) will establish the Health Policy Observatory, which will be institutionalized as a core function within the Center for Research and Policy Support (CHER).
NIPH is seeking a qualified candidate to serve as a part-time consultant to provide technical support in setting up and operationalizing the NIPH Health Policy Observatory, including its initial implementation.
- Scope of work
- The Observatory will undertake the following core functions:
- Health Policy Surveillance & Tracking
- Map and document the health policy landscape
- Track "policy milestones" (e.g., drafted, passed, funded, implemented).
- Maintain a live repository of national and sub-national health policies, laws, and regulations.
- Monitor alignment between local and international frameworks
- Track ITM’s weekly International Health Policies (IHP) newsletter to keep track of international and global health policies, reports, and frameworks.
- Data Integration & Analytics
- Triangulate policy data with health outcome data to evaluate impact
- Knowledge Translation
- Produce quarterly "State of Health Policy" reports.
- Coordinate team to develop rapid-response policy briefs for emerging health threats.
- Joint RestNet meeting
- Joint bi-weekly RestNet meeting
- Represent NIPH and FA5 to lead agreed research activities within RestNet
- Key Deliverables
- Inception Report: Detailing the monitoring framework and indicators (Week 2)
- Online Policy Tracker/Dashboard: A public or internal-facing visualisation of policy status (Week 5).
- Annual Thematic Report: Deep dive into a specific issue (Week 40).
- Policy Brief Series: Quarterly 2–4-page briefs summarising key findings.
- Quarterly article: three-monthly featured article in International Health Policies (IHP) (catering to a more international readership (Every 12 weeks)
- English - Fluent
- Master's Degree in Public Health, Epidemiology, Biostatistics, or a related field.
- At least experience in public health/policies for 5 years
- Proven experience in writing technical/scientific public health reports
- Proficiency in data analysis is a plus
- Have a professional competency in written and spoken English.
- The consultant must sign a Non-Disclosure Agreement (NDA).
- All data provided is confidential and must be stored securely.
- No data shall be shared with third parties without written consent from NIPH.
- Upon completion of the assignment, all raw and processed data must be returned to the organisation and deleted from the consultant’s personal devices.
