Nurture Project Background:

HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture project with support of the Swiss Agency for Development Cooperation. All three organizations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.

HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.

Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.

We are now looking for qualified candidate to fulfill the position below:

  • Field Coordinator (1 Position)

  • Support the Provincial Manager to coordinate and monitor annual, quarterly, and monthly work plans and budget.
  • Prepare project works plans and implement and regularly follow up on the work plans in team meetings.
  • Monitor project activities through regular field visits, ensuring quality control and compliance with procedure.
  • Provide support and facilitate capacity building of local community institutions and local government.
  • Take lead to development and implementation of assigned innovative interventions or concepts.
  • Work with the project team to initiate innovation ideas and implement innovation.
  • Develop planning and implementation of routine project activities according to the process of Human Centre Design (HCD) and market system development approach.
  • Coordinate with relevant partners and stakeholders (service providers, private companies, business association, local government at all level and NGOs… etc.) for the implementation of the specific innovative intervention(s)
  • Follow-up and monitor project intervention model within the intervention areas with communities and relevant stakeholders (public, private sector) based on the agreed M&E plan and activity plan or as required.
  • In collaboration with Monitoring and Result Measurement (MRM) team, to fill the MRM requirements including MRM capacity building, target groups profiling, field data collection, markets data collection and reporting…etc.
  • Provide high quality feedback and recommendations to the provincial manager.
  • Coordinate within the team to share experiences and lessons learnt internally and externally.
  • Provide (technical) guidance, coaching, training, to communities and project partners (including community, public and private sector)
  • Assist the Provincial Manager in planning, monitoring, evaluation and data/information, baseline, case studies or related tasks to M&E.
  • Organize workshops, training, and other events related to the project.
  • Perform other tasks assigned by Provincial Manager.

Key Requirements

  • At least a bachelor’s degree in agriculture, rural community development, social economic development, or agricultural/irrigation engineering.
  • Minimum 3-year experience in one or preferably several of the following fields: food security, irrigation, agriculture, community development, and/ or agri-business
  • Minimum 3-year experience in project cycle management, including assessment, planning, implementation, monitoring and evaluation, as well as writing a case study/story of changes and reports.
  • Experience in facilitation, coordination, and guidance of local partner organizations and other stakeholders i.e., market actors, farmer groups, Agriculture Cooperatives (ACs), Farmer Water Users Committees (FWUCs), or other local institutions on village, communal and district levels.
  • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders.
  • Ability to work independently and in a team environment to meet project outcomes.
  • Understanding, writing, reading, and speaking English at a good level.
  • Experience in training/coaching and overseeing the work of others.
  • Willingness to travel to and work with remote communities.
  • Experience working with sub-national administration, especially local development planning processes and investment program.
  • Experience in organizing meetings, workshops, and other forums/events.
  • Experience in capacity development approaches, capacity building and training design
  • Ability and experience in applying participatory tools, methodologies, and data collection methods.
  • Good Computer Skills (MS Office)
