The Partnership for Action on Green Economy (PAGE)supports countries and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. PAGE brings together five UN agencies – UN Environment Programme (UNEP), International Labour Organization (ILO), UN Development Programme (UNDP), UN Industrial Development Organization (UNIDO), and UNITAR – whose mandates, expertise, and networks combined can offer integrated and holistic support to countries on an inclusive green economy, ensuring coherence and avoiding duplication.
Cambodia joined PAGE as a new partner country in 2022. The programme will run over a period of five years, including a six-month to one-year inception phase. Cambodia has embraced green economy principles under the National Strategic Plan on Green Growth 2013-2030. In addition, the Royal Government of Cambodia has laid out the Cambodia Vision 2050, the Pentagonal Strategy Phase I, the National Strategic Development Plan 2024-2028, and the Cambodian Sustainable Development Goals Framework 2016-2030 with the aim of achieving upper-middle income status by 2030 while addressing social inclusion and environmental sustainability. PAGE support comes at a critical time as the Government is developing its post-COVID economic recovery strategy, including a pillar dedicated to promoting a more resilient and sustainable economy. Department of Green Economy (DGE), Ministry of Environment, is the coordinating governmental institution, while UNITAR is the main coordinating UN agency for the PAGE project in Cambodia. As part of the PAGE workplan 2026-2027, DGE will conduct a review and assessment of the implementation progress of the National Strategic Plan on Green Growth (NSPGG) 2013-2030 to enhance understanding of line ministries' current activities related to the NSPGG and new emerging areas.
- The National Consultant will be based in the DGE Office, Ministry of Environment (Phnom Penh, Cambodia) and has roles and responsibilities as follows:
- Develop a comprehensive workplan (inception report) to guide the work;
- Conduct a desk review on NSPGG 2013-2030 and key government policies and reports;
- Conduct key informant interviews (KIIs) with line ministries;
- Organize a consultation workshop with stakeholders to verify the findings;
- Analyse results from assessment, KIIs and consultations and draft the report and finalize it based on PAGE agencies and focal points’ comments;
- Develop a policy brief and finalize it based on PAGE focal points’ comments.

- English - Fluent
- Master's Degree in or Ph.D in green growth, green economic development, environmental science and sustainability, international or development studies, or another relevant field is required
- Professional experience in the field of green growth, green economy, and public policy for 10 years as a minimum
- Expertise in coordinating consultation workshops with stakeholders.
- Experience in developing or co-developing relevant government reports.
- Strong experience in coordinating complex projects with government officials and multi-stakeholders in Cambodia.
- Having experience with the PAGE project is a plus.
- High-level communication skills, capable of presenting and discussing complex issues with diverse stakeholders, and proven ability to write policy-relevant research papers.
- Provide evidence of being the lead or corresponding author of at least three relevant publications in the last 5 years.
- Understanding of policy transition, including opportunities and challenges involved in inclusive, green, and climate policy transitions.
- Fluency in both English and Khmer.
Criteria for Selection
Individual consultants will be evaluated based on cumulative analysis of technical and financial criteria as follows:
- Technical Criteria weight: 70%
- Financial Criteria weight: 30%
Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation.
Submission of Application
- Interested and qualified individual consultants (female consultants are encouraged) must submit the following documents/ information to demonstrate their qualifications to Department of Green Economy, General Directorate of Policy and Strategy, Ministry of Environment or email provided in the contact details
- Letter of Confirmation of Interest and Availability;
- Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) and at least three (3) professional references;
- Brief Description of technical tasks and why you consider yourself as the most suitable candidate for this assignment; and
- Financial Proposal that indicates the all-inclusive deliverables/ Outputs based total contract price, supported by a breakdown of costs, as per template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, taxes, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal.
Candidates that fail to submit the required information will not be considered. Due to the high number of expected applications, only selected candidates will be contacted for an interview. Expressions of Interest shall be submitted with an electronic copy with a submission letter clearly indicating assignment title and reference number to emails before 06 March, 2026 (before 23:59 PM.
Confidentiality and Proprietary Interests
The Individual Consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent.
