People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming.

PIN-Cambodia began operations in the country in 2008 and providing both development assistance and humanitarian aid. PIN has implemented programs in various sectors such as health care, WASH, disaster risk reduction, green energy, urban resilience, vocational training and livelihood development. Programming is run through the head office located in the capital, Phnom Penh. Currently, PIN is actively implementing programs across three thematic areas, including early warning systems for disaster mitigation, supporting a green transition in aqua-fishery sector, and market driven vocational training.

  • Project Management:
  • Lead and coordinate implementation of the assignment and manage the TSP team across all target provinces.
  • Serve as PIN's primary focal point for GDAHP, the Project Management Team (PMT), and other CILVCP stakeholders.
  • Prepare and oversee TSP work plans, ensuring realistic scheduling and timely delivery of outputs.
  • Review and quality-assure all technical outputs, reports, and deliverables prior to submission to GDAHP/MAFF.
  • Lead training and capacity-building activities on livestock value chain development and business planning.
  • Support PGs in preparing, submitting, and implementing LBPls.
  • Coordinate with the Project's Environmental and Social (E&S) and procurement specialists to ensure compliance with project and donor requirements.
  • Supervise and mentor the Agribusiness Expert, Environmental and Social Technical Expert, and the three Provincial Livestock Business Plan Experts.
  • Monitoring, Evaluation and Reporting:
  • Lead preparation and timely submission of the Annual Work Plan, Quarterly Progress Reports, and Final Report, in both English and Khmer.
  • Ensure project deliverables and indicators are tracked and reported accurately to GDAHP/MAFF, including PG baseline assessments, capacity development plans, and LBPl approval and implementation targets.
  • Ensure lessons learned from each LBPl cycle are captured and incorporated into subsequent implementation.
  • Plan and supervise project-related surveys and evaluations measuring progress against CILVCP's planned objectives.
  • Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH):
  • Carry out the duties in accordance with the PIN Code of Conduct and key policies.
  • Support his/her line manager in the implementation of safeguarding measures throughout the project cycle, including risk analysis related to SEAH and child protection at the project/programme level, and develop a mitigation plan accordingly.
  • Attend training and awareness sessions and carry out the duties in accordance with the PIN Code of Conduct and key policies.
  • Ensure, when possible, that due diligence and/or capacity assessments of third parties include an assessment of third parties' implementation of key safeguarding and risk policies, including the prevention of SEAH.
  • Strengthening Accountability on Community Feedback and Response Mechanism (CFRM):
  • Promote CFRM to beneficiaries and stakeholders during all project activities and events.
  • Ensure that CFRM promotional materials are consistently brought to and displayed at all project activities and events.
  • Collect verbal feedback and complaint and confidentially handle it to CFRM Officer.
  • Participate in CFRM refresher training.

Qualifications:
  • Master's Degree in Agribusiness, Agricultural Economics, Business Administration, Rural Development, Livestock Production, or a related field; a bachelor's degree may be accepted if complemented by extensive relevant professional experience.
Work History:
  • Agribusiness development, agricultural value chain development, rural enterprise development, or related fields for 10 years as a minimum
  • Experience preparing, reviewing, or supporting the development and implementation of business plans, investment plans, or enterprise development strategies for farmer organizations, producer groups, cooperatives, SMEs, or agribusiness enterprises for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Senior-level experience in livestock production, agribusiness development, and livestock value chain development.
  • Demonstrated track record supporting Producer Groups and smallholder farmers to strengthen market linkages and competitiveness.
  • Familiarity with the World Bank's Environmental and Social (E&S) Framework requirements.
  • Fluency in written and spoken Khmer and English is mandatory.
Soft Skills
  • Strong leadership, team management, and donor liaison skills.
