Cambodia’s economy and population have grown rapidly in tandem. From 2011 to 2021, GDP per capita increased from US$ 882 to US$ 1,625 (WB, 2022). Meanwhile, the population grew from 13.8 million in 2008 to 16.6 million in 2021 (WB, 2023). The growing economy and population have vastly increased the use of materials and the amount of waste generated. This has added significant pressure on Cambodia’s resources, infrastructure, and environment. In Phnom Penh, for instance, the total volume of municipal waste increased drastically from 343,657 metric tons in 2007 to 1,288,223 metric tons in 2022 (MoE 2023). At least 20% of this waste is plastic that is dumped in landfills.
Single Use Plastics (SUPs) used in the Food & Beverage (F&B) sector (e.g. plastic bags, cups, wraps, PET bottles) is the dominant type of plastic waste found in the landfill. This is also the case with plastic waste found in the environment and waterways. The combined drone and field surveys conducted by the World Bank (2025) found that SUPs accounted for around 90% of all waste leakage to rivers and coastal areas in Cambodia.
The Project is seeking for the following position, talented, and result-oriented candidates to fill the positions:
- Deliverable 1: Inception Report
- This deliverable establishes the methodology, timeline, and tools for engaging the 30 targeted institutions. It sets the foundation for a coordinated rollout of training and site assessment activities. The national consultant will:
- Review the Output 2.2.1 guideline and training manual to confirm alignment with training content and adapt materials where necessary for government and education audiences.
- Map the 20 public buildings and 10 education establishments, confirm institutional focal points, and establish a coordination mechanism with MOE for rollout.
- Identify and assess the educational materials, SUP-related communication needs, and printing requirements of targeted institutions to inform outreach preparation.
- Develop a site assessment questionnaire and checklist to evaluate existing infrastructure, operational readiness, and suitability for water dispenser installations.
- Draft a detailed work plan and training schedule covering targeted institutions across Phnom Penh, Siem Reap, and Preah Sihanouk.
- Submit the inception report to MOE and PMU for review and approval before proceeding to subsequent deliverables.
- Deliverable 2: Site Assessment and Final Evaluation Report
- This deliverable consolidates infrastructure assessment findings and overall training impact into a single final report. It provides the evidence base for procurement and installation decisions and captures lessons learned to inform future scale-up. The national consultant will:
- Conduct site assessments at all 30 targeted institutions using the questionnaire and checklist developed under Deliverable 1, evaluating infrastructure conditions, water access, and readiness for water dispenser installations.
- Facilitate a closing working group meeting with targeted ministries to present assessment findings, surface opportunities and constraints, and agree on recommended next steps.
- Revise the training manual to reflect feedback, gaps, and limitations observed during training delivery, and submit the updated version to MOE.
- Produce a consolidated site assessment and final evaluation report, including installation recommendations by institution, training impact findings, and proposed follow-up actions for MOE consideration.
- Deliverable 3 and 4: Lead and Provide 2 Days of Capacity Building Trainings
- This deliverable documents the delivery of training sessions and outreach activities to targeted institutions, demonstrating how participating organizations are equipped to apply the SUP phase-out guideline in their operations. The national consultant will:
- Facilitate a preparatory working group meeting with focal points from targeted ministries and education establishments to align on training objectives, logistics, and institutional roles.
- Deliver 2 days of capacity building training using the Output 2.2.1 training manual, adapting content and facilitation approaches to the needs and contexts of government and education participants.
- Distribute and contextualize educational materials, SUP awareness tools, and printed outreach resources tailored to each institution type.
- Administer pre- and post-training evaluations to assess shifts in participants' knowledge and understanding of SUP phase-out practices and circular alternatives.
- Compile and submit a training report to MOE summarizing delivery, participation, outreach reach, and key observations from the sessions.
- Khmer - Fluent
- English - Fluent
- Master's Degree
- Bachelor's Degree in specific academic background related to social and related communication.
- Experience with environmental management and policy development for 3 years as a minimum
- Experience in coordination and working with the multi-stakeholders
- Experience and understanding of government/project’s administration and financial tasks/system, especially procurement procedure.
- Experience in liaising with the government, CSOs, and the private sector in the waste and hospitality sectors.
- Experience with UNDP and/or UN agencies, research institutes, and academia will be an advantage.
- Strong analytical skills and exceptional ability in communication, facilitating, networking, negotiations, and writing.Fluent in written and spoken English and Khmer
- Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
- Flexibility and availability to travel to the target provinces
