Cambodia’s economy and population have grown rapidly in tandem. From 2011 to 2021, GDP per capita increased from US$ 882 to US$ 1,625 (WB, 2022). Meanwhile, the population grew from 13.8 million in 2008 to 16.6 million in 2021 (WB, 2023). The growing economy and population have vastly increased the use of materials and the amount of waste generated. This has added significant pressure on Cambodia’s resources, infrastructure, and environment. In Phnom Penh, for instance, the total volume of municipal waste increased drastically from 343,657 metric tons in 2007 to 1,288,223 metric tons in 2022 (MoE 2023). At least 20% of this waste is plastic that is dumped in landfills.

Single Use Plastics (SUPs) used in the Food & Beverage (F&B) sector (e.g. plastic bags, cups, wraps, PET bottles) is the dominant type of plastic waste found in the landfill. This is also the case with plastic waste found in the environment and waterways. The combined drone and field surveys conducted by the World Bank (2025) found that SUPs accounted for around 90% of all waste leakage to rivers and coastal areas in Cambodia.

The Project is seeking for the following position, talented, and result-oriented candidates to fill the positions:

  • Duties and Responsibilities
  • Plan the activities of the project and monitor progress against the approved work plan;
  • Execute project activities, including management of project personnel, consultants, sub-contractors, procurement of goods and services, training and low-value grants, including drafting and managing terms of reference (ToR) and work specifications, and overseeing all contractors’ work;
  • Monitor events as determined in the project monitoring plan, and update the plan as required;
  • Provide support for completion of assessments required by UNDP/UNEP, spot checks and audits;
  • Manage requests for the provision of UNDP financial resources through funding advances, direct payments or reimbursement using the FACE form;
  • Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports;
  • Monitor progress, watch for plan deviations and make course corrections when needed within project board-agreed tolerances to achieve results;
  • Ensure that changes are controlled and problems addressed;
  • Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities;
  • Prepare and submit financial reports to UNEP on a quarterly basis;
  • Manage project risks, including environmental and social risks: maintain the risk log, assess emerging risks, implement/track mitigation measures, and escalate to the Project Board/PSC for decisions when required.
  • Prepare revisions to the multi-year work plan, as needed, as well as annual and quarterly plans if required;
  • Prepare the inception report no later than one month after the inception workshop;
  • Ensure that the indicators included in the project results framework are monitored annually in advance of the GEF PIR submission deadline so that progress can be reported in the GEF PIR;
  • Prepare the GEF PIR;
  • Assess major and minor amendments to the project within the parameters set by UNDP-GEF;
  • Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans;
  • Monitor and track progress against the GEF Core indicators;
  • Support the Mid-term review and Terminal Evaluation process.
  • Prepare documents for the yearly PSC meetings (agendas, work plans, budget revisions etc.) and other key coordination meetings
  • Contribute to the Integrated Program and Global project, responding to requests, contributions to documents, attendance of in-person and virtual meetings
  • Coordinate stakeholder engagement and partnerships across government, private sector, CSOs, and development partners; represent the project in meetings as delegated.
  • Component Implementation Support (Components 1-4) :
  • Represent the project in relevant policy and coordination meetings and support implementation of Component 1 activities, particularly representing the project in meetings;
  • Provide guidance and facilitate on the public-private collaboration, ensuring wide collaboration with stakeholders;
  • Supervise implementation of pilot projects;
  • Provide strategic input to the development and rollout of the project communication campaign and behavior change activities
  • Monitor events as determined in the project monitoring plan, and update the plan as required;
  • Document lessons learned and good practices during project implementation to inform adaptive management and knowledge sharing;
  • Prepare the inception report no later than one month after the inception workshop;

Skills & Knowledge:General & Technical Skills
  • A university’s degree or higher in Waste Management, Circular Economy and Sustainable Innovation, Environmental Management, Environmental Policy, Climate Change and Sustainable Finance, Development Management, with specific academic background related to waste and circular economy, and green financing.
  • Professional Experience: Minimum 3 years (Master’s) or 5 years (Bachelor’s) providing technical advisory, strategic coordination, and high-level communication with government bodies, development partners, and CSOs to maximize project impact.
  • Project Management: Proven track record in the full project lifecycle (e.g., design, implementation, coordination, and M&E) while fostering strategic partnerships between international organizations and national governments.
  • Subject Matter Expertise: Deep understanding of environmental and waste management issues, with a strong network of key actors across political, economic, and development sectors.
  • Institutional Knowledge: Familiarity with UN procedures and diverse donor agency protocols (preferred).
  • Experience with UNDP and/or UN agencies, research institute and academia will be an advantage.
  • Strong analytical skills and exceptional ability in communication and networking, negotiations and writing.
  • Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
  • Fluent in English and Khmer, with excellent writing and verbal skills in both languages.
