The Northern Tonle Sap Basin is one of Cambodia's most important agricultural regions, providing a fifth of the country's cereal and grain production, including 20 percent of the national aromatic rice production. At the same time, there are growing market opportunities for high-value and niche value chain products such as mango, cashew, organic rice, and leafy vegetables. Home to approximately 20 percent of the population, the Northern Tonle Sap Basin is one of the regions that is most vulnerable to floods and droughts due to climate change, which are affecting local livelihoods significantly. Most smallholder farmers and other value chain actors remain marginalized and vulnerable to climate change impacts.
PEARL Project aims to enhance the resilience of smallholder farmers, especially women's groups, and local communities to climate change. The specific objective is to promote access to market opportunities and instruments that will reduce smallholders' vulnerability to the impacts of climate change while improving agricultural production and rural livelihoods. PEARL will improve access to growing premium markets focusing on commodities like rice, cashews, mangoes, and vegetables, and scale up the uptake of climate-resilient practices and technologies. The project offers a holistic, three-fold response to enhance adaptation and reduce climate-related risks, with investments aimed at:
- Enhancing smallholder farmers' capacities to manage climate change impacts and related risks.
- Increasing market incentives and access to technologies that promote climate-resilient, higher-value, diversified, and sustainable production and processing.
- Strengthening regulatory and institutional frameworks and capacities for climate-resilient agricultural certification, increased public-social-private partnerships, and climate-informed investment support.
PEARL Project is seeking qualified and experienced service provider to fill the following positions:
- National Consultant to Prepare a Roll-Out Plan and Develop Training Materials for Extension Providers to Support Inter-Value-Chain Roadmaps
Scope of Work
- The consultant will be responsible for the following key tasks:
- Analyze existing materials: Produce a comprehensive report on the current state of inter-value-chain roadmaps and FFS training modules, including specific recommendations for improvement alignment with PEARL project goals, especially concerning climate resilience and gender inclusivity.
- Create a detailed Gantt chart outlining the timeline for roll-out activities, including milestones and responsible parties.
- Produce at least 5 training modules, each including a facilitator's guide, participant workbook, and visual aids.
- Organize and facilitate a minimum of 4 training workshops, each lasting 3-5 days, for groups of 20-30 extension providers.
- Prepare and present a comprehensive annual review report to key stakeholders, incorporating quantitative and qualitative data on roadmap effectiveness.
- Develop a checklist for gender sensitivity and inclusivity to be applied to all training materials and methodologies.
- Deliverables
- Inception report: Outline the approach, detailed work plan, and timeline for completing the assignment. To be submitted within 2 weeks of contract signing, not exceeding 10 pages.
- Comprehensive roll-out plan: A strategic plan that includes a timeline, training strategy, and effective methodologies for roll-out. To be delivered in both PDF and editable format in MS Word within 1 month of contract signing
- Training materials: Manuals, guides, and modules tailored for the FFS model, ready for on-field implementation. All materials to be submitted in editable formats (Word, PowerPoint) and as print-ready PDFs, with at least one module delivered every 3 weeks.
- Workshop reports: Documentation of feedback from workshops conducted with extension providers and subsequent refinement of materials. To be submitted within 1 week of each workshop, not exceeding 5 pages per report.
- Annual review report: A report on the annual review process, including updated roadmaps and training materials incorporating best practices and stakeholder insights. To be submitted as a comprehensive document not exceeding 30 pages, with an accompanying PowerPoint presentation for stakeholder meetings.
- All materials should be developed in English and Khmer languages.
- Master’s degree in agriculture and Rural Development, or a related field.
- A minimum of 5 years of experience in designing training materials and developing roll-out plans for agricultural extension services.
- Expertise in Farmer Field Schools (FFS) methodologies, with demonstrated experience in developing and implementing value chain roadmaps.
- Knowledge of climate-resilient agricultural practices, particularly within the Cambodian context.
- Experience in developing gender-responsive training materials and promoting inclusive training approaches.
- Proven track record of working with government agencies, local partners, and multi-stakeholder environments.
- Fluency in Khmer and English, with excellent written and verbal communication skills in both languages.
- Strong communication and facilitation skills, with a focus on participatory training methodologies.
Submission Requirements
Applicants should provide:
- Detailed CV highlighting relevant experience and past assignments.
- Technical approach and methodology: Describe the approach and methods for developing the roll-out plan and training materials. The technical approach should not exceed 5 pages. The financial proposal should be submitted in USD, detailing daily rates and estimated number of days for each major task.
- Work plan detailing the proposed timeline for completing the assignment.
- Financial Proposal: Include a daily rate and the total cost for the assignment.
- At least three references from previous clients.
How to Apply:
The consultant will be selected by the Individual Consultant Selection (ICS) method set out in the Royal Government of Cambodia (RGC)’s Updated Standard Operating Procedures (SOP) Procurement Manual externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019.
In submitting expressions of interest/application, interested applicants are kindly requested to provide items in the attachment to the bid including 1) Company profile and relevant project experience, 2) Detailed work plan compliant with the details in Annex 1 and 2, Detailed cost of the activities, 3 Proposed methodology and consultation process to be used to finalize the functional specifications and technical specifications, 4) Proposed modelling system including all aspects of seasonal forecast finalization and preparation of modelling results for the four PEARL target crops i.e., cashew, mango, rice, and vegetables, 5) Team composition and CVs plus degree certificates of key personnel, with a minimum of two detailed CVs of personnel responsible for design, development, and training.
