Ministry of Environment (MoE) in collaboration with FAO Cambodia is implementing a project, namely “Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL)”. PEARL aims to enhance climate change resilience of smallholder farmers and local communities in the Northern Tonle Sap Basin (NTSB) by promoting climate-resilient, higher-value, inclusive and sustainable agriculture through a value-chain approach built on effective public-social-private partnerships. The project is structured under three interconnected outcomes targeting 450,000 smallholder farmers and value chain actors and one million indirect beneficiaries in four Provinces (Oddar Meanchey, Preah Vihear, Siem Reap, Kampong Thom), 24 districts, 124 farmer organizations (104 ACs/Associations/Groups, 14 CPAs, 6 CFs).
The project steering committee, co-chaired by MAFF and FAO, is responsible for strategic guidance for the project. The project director is responsible for overall direction and guidance and operational leadership for all activities. The project manager is responsible to manages day-to-day project operations and coordination with all stakeholders involved in the project implementation, oversees all planning activities, and ensures timely mobilization of all necessary resources. MoE is responsible for the implementation of relevant parts of the project as defined in the results matrix, work plan, and budget in Annex 3 of the Operation Partner Agreement (OPA).
The project is looking for a qualified position below:
- National Operations Specialist
- Oversee all operational matters under Project Implementation Until (PIU), and provide day-to-day administrative, financial, and operational support to the project implementation.
- Assist in preparing workplans (including procurement, HR, travel, training and workshop), monitor progress, and proposes corrective measure to overcome operational constraints.
- Assist in preparing the request for funds in line with the approved AWP/Bs and the Project Results Framework and financial reports for submission to FAO.
- Arrange travel for project staff and meeting participants and monitor submission of mission travel claims along with the mission report.
- Arrange hotel accommodations and flight bookings for visitors and consultants.
- Review cash advance requests, cash advance clearances, and process payment requests for the project.
- Review payment receipts and payment records with proof of expenses for each financial transaction to ensure effective management of financial and administrative aspects to meet the requirement of the annual audit.
- Maintain project accounts and reconcile the bank account monthly basis.
- Maintain electronic (include uploading into cloud-base storage) and physical filing system and ensure filing of documents and correspondence.
- Monitor the financial situation (budget, cash flow forecasting and expenses allocations).
- Assist in the procurement and participate in the identification of suppliers and maintain list of suppliers for the project.
- Keep an updated record of inventory of supplies, materials, and assets under the project.
- Ensure that equipment is properly labelled and documented according to status and ownership.
- Assist in implementing agreed risk mitigation, assurance plan, and follow actions.
- Assist in the recruitment, and ensure the recruited staff provide up-to-date information and documents of the assignment.
- Coordinate the preparation of progress and final reports and other reports.
- Assist in recording the co-finance activities, keep track and reporting
- Follow up actions of the project implementation in consultation with project manager.
- Perform other related tasks as required.
- University degree (at least a bachelor’s degree) in public financial management, accounting, economic, and/or relevant subject At least 7 years of professional experience with strong technical background project management.
- At least five years of relevant experience in project management/operations, administration/finance, and logistic arrangement.
- Ability and willingness to travel to and work in remote areas.
- Extent and relevance of experience in supporting, advising and guiding the implementation of multi-stakeholder project in the context of his/her area of expertise
- Ability to develop plans for the implementation and coordination of project operations, in partnership with all relevant actors;
- Extent and relevant of experience in programme/project management, analysis, planning and implementation
- Understanding of programme, operational and financial procedure is an asset,
- Proficiency in relevant computer applications such as word processing tools, spreadsheets and desktop publishing software (MS Office Word, Excel, accounting system etc.)
- At least 5 years of professional experience of working in the field of project management with government agencies, I/NGOs and donor agencies and private sector.
- Professional training skills and a strong commitment to participatory processes.
- Experience in the use of computers and office software packages for data analysis and technical reports.
- Strong writing skills, including experience finance, procurement, administration and logistic arrangement.
- Excellent verbal and written communication skills in Khmer and good knowledge of English.
The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out with the Royal Government of Cambodia (RGC)’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019.
