Ministry of Environment (MoE) in collaboration with FAO Cambodia is implementing a project, namely “Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL)”. PEARL aims to enhance climate change resilience of smallholder farmers and local communities in the Northern Tonle Sap Basin (NTSB) by promoting climate-resilient, higher-value, inclusive and sustainable agriculture through a value-chain approach built on effective public-social-private partnerships. The project is structured under three interconnected outcomes targeting 450,000 smallholder farmers and value chain actors and one million indirect beneficiaries in four Provinces (Oddar Meanchey, Preah Vihear, Siem Reap, Kampong Thom), 24 districts, 124 farmer organizations (104 ACs/Associations/Groups, 14 CPAs, 6 CFs).:

Outcome 1 - Climate foresight - ensures that smallholder farmers and other local value chain actors have a solid understanding of climate-related risks and mitigation strategies. The PEARL project will introduce state-of-the-art technologies to provide crop-specific agrometeorological forecasting, warnings, and related farm management and market advisory services to improve local capacity to identify and respond to risks associated with weather and climatic conditions.

Outcome 2 - Market incentives - will bridge the current capacity and resource gaps faced by smallholder farmers and other small-scale local value chain actors in the target areas to adopt alternative practices for climate-resilient and high-value agricultural production and processing.

Outcome 3 - Enabling Environment - strengthens the necessary regulatory and institutional frameworks and capacities for climate-resilient agricultural certification, cross-sectoral coordination for increased Public Social and Private Partnerships and smallholder financing, and climate-informed investment support to ensure the successful delivery of Outcomes 1 and 2.

  • Management
  • Coordinate with Department of Community Livelihoods (DCL) team and PDoE focal point and project partners in planning, implementation and monitoring the progress of project activities
  • Participate in the preparation of Annual Workplan and Budget Plan for project
  • Prepare monthly workplan and implement activities at the field level.
  • Organize and facilitate meetings with CPA committees and members to review current status of CPA (Prakas with boundary map, bylaws, committee recognition, demarcation, management plan and agreement)
  • Assess the capacity needs and training plan for CPA
  • Prepare roadmap for all CPA with clear vision and action plan to support the CPA development, coordination and CPA networking
  • Prepare 14 CPA management plans that align with the inter-value chain actor roadmaps at the provincial level.
  • Support CPAs to oversee and operationalize the management plan and business plan
  • Ensure approach and plans are consistent with the project safeguards framework.
  • Monitor progress of the implementation of the CPA management plan and business plan
  • Communicate all the project-planned activities with GDLC/MOE.
  • Facilitate in the monthly meeting with PDoE, project team to review progress, challenges, solution and prepare the workplan for the following month activities.
  • Document best practices and lessons learnt regarding the development, implementation and evaluation of CPA management plans.
  • Perform other duties, as assigned by the Project Manager
  • Technical Advisory Support
  • Assist the 14 target CPAs in completing all procedural and legal steps of establishment.
  • Assist in preparation and updating of Environmental and Social Screening Checklists and Site-specific Environmental and Social Management Plan (ESMP).
  • Assist in integrating gender equality, youth inclusion, and vulnerable group considerations into ESMPs and business plans.
  • Assist organization and documentation of stakeholder consultations, community meetings and FPIC processes for Indigenous Peoples.
  • Facilitate the process of developing 14 CPA Management Plans development in a participatory manner, these including orientation and training, data collection, and analysis, writing the management plans, consultation, finalization and get all 14 CPA approved by Provincial Department of Environment.
  • In close collaboration with Business Plan consultant and project team to prepare a concrete action plan to support livelihoods activities and forest restoration plan.
  • Facilitate and provide orientation and training to all 14 CPA and PDoE on relevant livelihoods activities including conservation compatible economic activities, forest
  • Link CPA activities with CDP, CIP and other partners to synergize and optimize the support to CPA Business plan and management plan.
  • Facilitate CPA Forest protection and restoration plan including assessment, preparation of action plan and implementation.
  • Provide support to the DCL team and project team to conduct CPA training need assessments, identify gap and propose the capacity building plan.
  • Work closely with the project team and DCL to develop monthly, quarterly and annual work plans and budgets and submit to Project Manager and DCL focal point.
  • Base on the capacity-building need assessment and capacity building plan, work with DCL, Project Team and relevant stakeholders to provide trainings on CPA management, and other relevant topics for PDoE, Rangers and CPA committees.
  • Reporting and cross cutting
  • Prepare all relevant data and documents for the meeting including progress report, presentation on the progress, challenges, lessons learned, work plan, etc.
  • Environmental and Social Safeguards (ESS): Ensure all activities comply with project safeguards frameworks, conduct Environmental and Social Screening Checklists, and develop/update Site-specific Environmental and Social Management Plans (ESMPs) for all targeted communities and interventions.
  • Gender Equality and Social Inclusion (GESI): Apply gender and social analysis to all activities, ensuring equitable participation and benefit distribution among women, men, youth, indigenous peoples, and other vulnerable groups, with at least 50% of direct beneficiaries being women.
  • Monitoring and Evaluation (M&E): Collect, verify and report quantitative and qualitative data for assigned indicators, document case studies and lessons learned, and contribute to adaptive management based on monitoring findings.
  • Communications: Develop clear communication materials on good practices in restoration and protection in appropriate languages, document best practices, support visibility activities, and establish effective communication channels with communities, government counterparts, and partners.

Qualifications:
  • Bachelor's Degree in and/or Equivalent Degree in Forestry, Environment science, Natural Resource Management, Development Studies, or related fields.
Work History:
  • At least of experience, preferably in the development and implementation in/with community protected areas (CPAs) or Community Forestry (CF) on development, strengthening and partnerships for 5 years
Skills & Knowledge:General & Technical Skills
  • Prio experience with MoE on community livelihoods in the protected areas, indigenous people, NTFP value chain, nature-based solution including ecotourism and other bio-diversity conservation and forest restoration project would be an asset.
  • Strong experience in coordination and project implementation.
  • Exposure to environmental issues or biodiversity is highly desirable.
  • Good documentation and reporting skills.
  • Excellent verbal and written communication skills in Khmer and good knowledge of English.
Soft Skills
  • A highly organized person sets priorities, produces quality outputs, meets deadlines, and manages time efficiently.
  • Shares knowledge and is willing to provide support to others who request advice or help.
  • Works toward creative solutions by analyzing problems carefully and logically; and

  • Excellent interpersonal skills e.g. effectively coordinate with farmer leaders, management committees, local authorities, and community people.

The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out with the Royal Government of Cambodia (RGC)’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019.
