SBK Research and Development Co., Ltd. (SBK R&D), a professional consulting firm established in 2001 to provide professional consulting services on monitoring and evaluation, research studies, Initial Environmental Impact Assessment (IEIA) and full Environment Impact Assessment (EIA) studies, basic/conceptual engineering design, detail design and construction supervision, land use planning and community development. With its significant growth in its scope of work in the recent years, SBK R&D needs the following expert to support its current operation.
- Contract Management Officer (1 Position)
Contract Preparation and Drafting:
- Prepare, review, and finalize contracts, including client agreements, vendor contracts, and service-level agreements.
- Ensure terms and conditions align with SBK R&D’s policies and legal requirements of the Country.
Negotiation and Collaboration:
- Negotiate contract terms with clients, vendors, and subcontractors and resolve conflicts;
- Coordinate with SBK’s legal, finance, and project teams to ensure alignment on contract terms;
- Serve as a point of contact for contract-related issues, providing guidance to project teams and other departments.
Contract Administration:
- Track contract performance and manage renewals, amendments, and terminations;
- Maintain a centralized contract repository and update project stakeholders on contract milestones;
- Maintain an up-to-date database of all active, completed, and upcoming contracts;
- Ensure compliance with relevant laws, regulations, and organizational policy;
- Provide guidance to project managers and business units regarding contract obligations and deliverables.
Performance Monitoring:
- Monitor contract performance and adherence to terms and conditions by all parties;
- Review monthly, quarterly and final reports of Consultants and Project Team Leaders and provide feedback on completeness and missing points as per the contractual requirements;
- Track deliverables, deadlines, and key milestones to ensure timely execution of contracts.
- Follow up with all assigned team leaders on project/assignment progress, achievements, reports submission and challenges faced, and submit to Executive Director with recommendation for further action;
- Join meeting with (project) staffs, project team, business partners and clients to comprehend the progress, identify the challenging issues, and provide recommendation for improvement.
Others
- Coordinate with Business Development Manager at SBK R&D to ensure smooth and timely mobilization and replacement of team members as planned;
- Ensure the time-sheets of the consultants of each project are aligned to their contract, and submit to the finance department for timely disbursement of salary;
- Document lessons learned from contract negotiations and execution for future reference.
- Prepare and schedule donors’ or client’s mission to target project as and when planned;
- Perform any other tasks as assigned by the Executive Director and Project Team Leaders.
Qualifications and Experiences
- Minimum Master’s degree in Social Science, Business Administration, Engineering or related field.
- Minimum of 4 years professional experience in contract management, legal compliance project management or related field in development projects/programs funded by bilateral/multilateral institutions or development banks or other development partners in Cambodia and region;
- Previous experience of contract management in government or development project is an asset.
Key Competencies
- Must have a demonstrated ability in contract management, project administration and management;
- Strong leadership, negotiation, communication and problem-solving skills;
- Professional use of Microsoft Offices (Word and Excel priorities);
- Demonstrated commitment into action, flexibility and willingness to work in a highly motivated team of professionals;
- Independent and multi-tasking while maintaining focus on details;
- Excellent in English for reading, writing and speaking.
