The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism in order to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 126 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 6 million USD worth of training grants for 16,000 trainees (35% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, the salary of graduate > $400. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.
With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market in order to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.
- Senior Finance Officer
- Manage the administrative, procurement and financial task;
- Prepare financial reports for CEO to ensure efficient and effective financial monitoring and reporting;
- Participate in the preparation of the annual budget plan;
- Manage accounting records and implement procurement plans;
- Manage funds flow, advance account, and expenditures under the organization accounts;
- Preparing replenishment requests or withdrawal applications;
- Monitor and record all documents such as legal documents, professional documents, contracts, reports, important administrative documents, etc.;
- Develop plans for human resource development and management, capacity building and build a highly productive and professional organization;
- Assist in developing contracts for clients. Following contract approval, ensure that they are effectively processed and administered, including a smooth flow of information and safekeeping of all data and documents;
- Coordinate with external auditors for annual and periodic audit; and
- Perform other tasks assigned by the CEO.
- Master’s degree in finance or Accountancy or in related field, preferably a Certified Public Accountant
- At least five years of experience in the financial management, with Royal Government of Cambodia or other international organizations/ development partners
- Experience in using accounting software in performing accounting and finance tasks
- Has knowledge of financial management procedures of Royal Government of Cambodia and development partners. Knowledge of Financial Management Manual for all externally financed projects or programs by Royal Government of Cambodia (updated version May 2012) is a plus
- Experience communication skills and ability to write analytical, clear and concise reports
- Good command of English and Khmer in both speaking and writing
- Work well in a team and strong drive for results.
