The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 223 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 39.9 million USD worth of training grants for 50,108 trainees (39% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, the salary of graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.
With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.
To realize this mission, the SDF is looking for deeply passionate, competent, and committed talent to fill the following positions:
- Develop, manage, and implement a comprehensive communication and stakeholder engagement strategy, including annual action plans and budgets aligned with organizational objectives.
- Design and implement outreach campaigns through digital platforms, and stakeholder engagement events.
- Manage and oversee communication channels, including websites, social media platforms, newsletters, and other digital platforms.
- Monitor media coverage and public perception to enhance communication effectiveness.
- Maintain strong relationships with private sector partners, training providers, development partners, and relevant stakeholders.
- Develop and publish press releases, public statements, success stories, promotional materials, and other communication content.
- Lead the preparation of institutional communication materials.
- Use data insights to strengthen evidence-based communication and public awareness efforts.
- Perform additional duties as assigned by the CEO in support of institutional priorities.

- Relevant professional experience in public relations, communications, or engagement with proven successful campaigns for 5 years as a minimum
- Strong experience in media relations, digital communications, Investor and stakeholder engagement, and brand management.
- Proficiency in digital communication tools and platforms (e.g., social media management tools, content management systems, analytics platforms).
- Familiarity with AI-assisted communication tools (e.g., AI content generation, data analytics, media monitoring tools, design platforms such as Canva, Adobe, or equivalent).
- Ability to use data analytics and digital insights to improve communication strategies and outreach effectiveness.
- Good command of English and Khmer (spoken and written); Chinese is a plus.
- Excellent communication, creativity, critical thinking, and problem-solving skills.
- Strong leadership, project management, and attention to detail.
