The World Bank and the Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled “Cambodia Sustainable Landscape and Ecotourism Project”. The project commenced on October 17, 2019, with an expected closing date on December 31, 2025. In 2023, the project underwent the Mid-Term Review (MTR) from which the closing date has been extended to 31 December 2027. The project is now seeking for three (3) positions as the followings:
- National GIS Consultant to Support PA Management Plan (1 Position)
- Gather information and review relevant documents and literature review in target PAs.
- Develop a detailed workplan and financial proposal for completing the specified duties and responsibilities and achieving specified objectives;
- Establish GIS databases for PA zoning and management plan as required.
- Evaluate data needs and quality (geographic datasets, statistical datasets), identify gaps and quality issues, and propose options to fill gaps or improve deficient datasets;
- Collect, process and integrate spatial and statistical data into site-specific GIS databases for target PAs;
- Prepare a proposed format and template to capture the data required for each target PAs;
- Propose options for providing reporting and data access systems.
- Develop GIS databases and processes for key project activities of 5 PAs.
- Produce maps showing proposed boundaries of CPAs.
- Develop a process to ground-truth boundaries using GPS;
- Develop a process to ensure that boundaries are formally approved by appropriate authorities and are registered in the official GIS databases of the EAs.
- Establish access to cloud data base for central and provincial project GIS specialists;
- Assist the Project Implementation Units to acquire satellite images of the target project area, process the images, and set up a satellite image archive for the images.
- Analyses and interpret data for the development of PA zoning and management plan.
- Participate in village, commune and other consultation meetings or workshop for the development of PA zoning and management plan.
- Write reports on zoning maps for each target PA.
- Complete other GIS tasks as required.
- Master Degree in geography, management information systems, GIS or similar
- At least 5 years in designing and using spatial databases and experience in using GIS software and proficient in both the use of GIS software and the customization of applications for the use of spatial data
- Strong writing and analysis skills, including experience PA zoning maps, terms of reference (ToRs), sectoral briefs, and presentations
- Experience in the use of computers and office software packages for data analysis and technical reports
- Ability and willingness to travel to and work in remote areas
The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019.
