EnergyLab Asia is an innovative not-for-profit organisation driving a fair and impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018 and are based in Phnom Penh. In 2024, we expanded our operations to Lao PDR and now work across Southeast Asia to advance clean energy solutions that benefit the entire region.
EnergyLab Asia is seeking a qualified consultant to design a comprehensive training curriculum and content package for the scale-up of the Clean Energy Fellowship (CEF) in 2026.
The Clean Energy Fellowship (CEF) is EnergyLab Asia’s flagship program designed to equip early- and mid-career professionals from various sectors to become informed and active advocates for clean energy in Cambodia. The program features three key elements: clean energy and writing training, field visits to clean energy companies, and the publication of think pieces. The program delivers training through interactive seminars that foster active learning, dynamic discussion, and spirited debate.
In 2025, the program delivered six training sessions covering key clean energy topics including: climate change and Cambodia’s energy landscape, energy efficiency, electric mobility, renewable energy systems, renewable energy development and rural electrification, and the just energy transition (JET). A Political Economy Analysis (PEA) training was also introduced to the curriculum, enabling Fellows to apply practical tools to unpack and analyse the complex challenges they aim to address.
The program will be scaled up in 2026, with delivery in both Phnom Penh and Siem Reap. This marks its first expansion beyond the capital and professional development and project grants will be introduced as new components, to broaden the program’s reach and deepen its impact.
The aim of this assignment is to strengthen and update the CEF program’s existing training curriculum and content, and to develop a few new modules in project management and communications.
- Review CEF 2025 training curriculum and content to identify gaps and opportunities for improvement.
- In consultation with EnergyLab’s program staff, update existing materials as needed and create new modules to design a comprehensive training curriculum that effectively advances the CEF program’s objectives and outcomes, with each topic contextualised within Cambodia’s clean energy landscape and reflecting the country’s key priorities. These topics are indicative and the consultant may propose changes or refinement.

- Develop high-quality training materials for each topic (listed above or newly proposed), ensuring they are learner-focused and interactive.
- Develop pre- and post-training assessments for each topic to measure the change in Fellows’ knowledge.
- Master's Degree in or higher in one or more of the following fields: energy, engineering, environmental science/policy, public policy, political economy, development studies, educational pedagogy/curriculum design, or related disciplines.
- Substantial experience working inexperience working in the clean energy transition, in areas such as renewable energy, energy efficiency, distributed energy, or electric mobility, is a plus
- Understanding of Cambodia’s energy landscape and related policies.
- Extensive experience in designing training content and delivering sessions to diverse groups of professionals.
- Excellent communication skills.
