The HALO Trust is the world’s largest humanitarian mine action organisation, working to rid the world of landmines and explosive remnants of war. Employing over 13,000 staff on the ground in 29 countries and territories helping millions of families return to their homes safely, but there is still much more to do. The HALO Trust has been working in Cambodia since 1991 and currently employs over 1,100 staff to work on mine clearance and explosive ordnance disposal projects in the north and northwest of the country.
We are looking for qualified candidate to fill for the position below.
- Finance Manager
- Financial Accounting
- Oversee the day-to-day activities of accounting and finance, ensuring the proper execution of financial transactions, which includes but is not limited to Payment Vouchers (PV) being posted in the correct budget line, cost centre, with relevant supporting documents.
- Ensure programme cost allocation procedures and are charged correctly.
- Provide financial oversight and support to the Programme locations.
- Prepare Journals and post them on NetSuite regular basis.
- Ensure monthly reconciliation of Cash, Bank and Open Voucher (advances).
- Financial Planning, Monitoring and Reporting
- Support to IFM for project budgeting of new and ongoing project/s.
- Review monthly expenditures for each project and advise on possible under-/overspends on each budget line and contract, and work on the spend-out plan.
- Consolidate the monthly-end report and get the necessary approval before sharing with HQ.
- Support IFM to prepare the donor finance report.
- Cash and Bank
- Review the cash request from the locations and arrange to transfer it in a timely manner.
- Work for the monthly cash requirement for the Programme in coordination with departments.
- Responsible for the weekly cash count of the Siem Reap office.
- Check the supplier’s payments.
- Update the bank signatories in coordination with IFM and the Programme Manager.
- Human Resource Management
- Consolidate payroll, ensuring donor allocations, income tax, National Social Security Fund and Seniority Indemnity (SI).
- Ensure staff salary and other statutory payments are made on a timely basis.
- Capacity development of national finance staff, including the Location Officer Manager.
- Work as a line manager of national finance staff.
- Audit and External Reporting
- Support to IFM for the preparation of the annual financial statement.
- With support from IFM, coordinate for statutory audit as well as Project audit and HALO internal audit.
- Lead for statutory reporting such as CDC, tax, NSSF, MoFAIC, MoEF, ACAR etc.
- Other
- Work within the framework of HALO’s core values and standards.
- Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
- Carry out any other duties as directed to meet the finance group's standards and operational requirements.
- Essential:
- Bachelor's degree in finance or accounting, or related discipline.
- Minimum 4 years of experience in financial management roles.
- Experience in people management skills and ability to motivate and develop a team.
- Proficient in the use of Microsoft Office, particularly Excel.
- Fluent in the English language.
- Excellent understanding of statutory reporting with sound knowledge of Cambodian tax law and Labour law.
- Desirable:
- Working in the I/NGO sector.
- Experience with ERP systems.
- Knowledge of the Cambodian accounting standard.
