Since 2008, we've built and developed 310 schools, trained over 1,300 teachers, and provided over 60,000 children across Cambodia, Madagascar, Myanmar, and Nepal with a quality education. UWS was founded in Cambodia in 2008 and currently operates 96s schools across seven provinces, Rattanakiri, Steung Treng, Kratie, Mondulkiri, Koh Kong, Oddar Meanchey, and Preah Vihear. UWS Cambodia contributes to strengthening primary education systems through working with national and local governments to improve quality and inclusive primary education and facilities for children in remote areas.
- Education Specialist
- Capacity Development and Technical Assistance
- Liaise with GESSI Specialist and Education Program Manager develop/design tools and training materials to enhance foundational learning outcomes for students in target districts.
- Coordinate with GESSI Specialist and Training Team, provide capacity building, coaching, and technical support to program teams and government partners to strengthen their technical competencies and establish best practices in early grade learning and other innovative models.
- Coordinate with relevant teams to set benchmarks, support establishing a quality M&E tool to collect accurate data, and lead project needs assessments and baseline surveys.
- Provide technical inputs to the Senior Program Manager on quarterly narrative reports and reviews for follow-up actions.
- Responsible for knowledge management and sharing, including best practices and lessons learned, government education policies, standards, specific requirements in the national and regional context, organisational position on education, and donor trends.
- Liaise with GESSI Specialist to provide ongoing support to field staff on technical school monitoring and support.
- Review and inputs to the program and MEAL Log frame in the program design and implementation stages.
- Perform other duties as advised by the line supervisor.
- Evidence Generation & Policy Influencing
- Collaborate with ZEP National Coordinator and Advocacy Manager to integrate ZEP learnings into national education policy through policy briefs and reports.
- Collaborate with the Advocacy Manager to provide technical expertise and develop relevant technical guidance, supporting and enhancing sub-national capacity in education.
- Coordinate and participate with the Advocacy Manager in advocacy forums at the national and sub-national levels, particularly related to the NEP, EGL, and related forums.
- Program and Strategy Development:
- Research, develop and propose ideas to expand the impact of the current program to other geographical areas or different thematic areas.
- Participate in proposal writing in close collaboration with the program and Fund-Raising team.
- Leadership, Culture, and Team Management:
- Uphold UWS Cambodia's core values and culture of integrity through ethical decision-making.

- ESSENTIAL
- Cambodian citizens with a bachelor's degree or higher in Education or equivalent experience;
- Minimum 5 years of experience in Foundational Learning, Pre and Primary Education;
- the Education sector planning and policy development, capacity building, training, development of log frames and theories of change, monitoring and evaluation
- Strong networking with education sector stakeholders;
- Ability to work with diverse stakeholders, including government, NGOs, sub-national authorities, schools and communities.
- Excellent communication and teamwork skills, with the ability to engage effectively with a range of stakeholders
- Experience in remote project management, with the ability to work effectively across cultures and geographies
- Strong passion for working in a rural community and driving change.
- DESIRABLE
- Master degree in Education with at least 7 years in curriculum and tools development to improve Foundation Learning.
- Trainer, a coach in the field of improving learning outcomes
- Demonstrate ability in conducting assessments, report writing and tools development, strategic planning and donor relationships;
- Experience of constructive advocacy at national and sub-national levels;
- Excellent communication and facilitation skills in both Khmer and English.
