Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.
WP has been granted a 35 months project entitled “Zero Child Early Marriage Community Project” (ZIP project), funded by Plan International Cambodia.
- The position is accountable for ensuring the effective, efficient, and timely delivery of project activities and achievement of the project’s outcomes below:
- Adolescent girls aged 12-17 have accessed to and completed lower secondary education, equipping them with the knowledge and essential soft skills needed to pursue further learning and future opportunities.
- Improved economic empowerment and independence of vulnerable adolescent girls and young women who are at risk of or experiencing CEFM, enabling them to make informed choices and build sustainable livelihoods.
- Collaborate with Plan International Cambodia, Provincial Departments of Education, Youth and Sport (PoEYS), Provincial Training Centres (PTCs), local authorities, and other relevant stakeholders to ensure effective collaboration, partnership, coordination, and implementation of project interventions.
- To ensure strong collaboration among stakeholders and promote timely, quality, and results of project delivery across target locations. S/he will directly supervise and provide technical and leadership support to 3 Project Officers (2 POs in Stung Treng Province and 1PO based in Ratanakiri Province) and 1 Project Accountant (PA) responsible for implementing project activities in the target areas.
- REPRESENTATION AND COORDINATION
- S/he represent WP in Stung Treng and Ratanakiri Provinces and maintain positive working relationships with government authorities, development partners, civil society organizations, and other relevant stakeholders.
- S/he act as the primary focal point for coordination and communication with provincial and district authorities, community stakeholders, and partner organizations involved in project implementation.
- S/he strengthen collaboration and partnerships with key stakeholders, including PIC, PoEYS, PTCs and local authorities.
- S/he participate in relevant meetings, forums, workshops, and networking events to promote project objectives and WP’s organizational mission.
- PROJECT MANAGEMENT AND IMPLEMENTATION
- Take leadership and technical responsibility of designated project area and ensuring good quality of project delivery to support young people; especially young women aged 15-24 at risk of early or forced marriage access to life skills (skills) training and successful participation in the workforce, business and entrepreneurship.
- Support other 2 Project officers in term of technical in section Education and Community engagement
- Lead and oversee the implementation of ZIP Project activities to ensure the achievement of project outcomes, targets, and quality standards.
- Supervise and support three Project Officers and one Project Accountant in project planning, implementation, monitoring, and reporting.
- Develop, consolidate, and monitor project work plans, budgets, and implementation schedules.
- Ensure project activities are implemented on time, within budget, and in compliance with donor and organizational requirements.
- Work closely with the M&E Officer to implement the project MEAL framework and monitor project performance.
- Ensure timely and accurate collection, analysis, and reporting of project data and results.
- Review progress against project indicators and support evidence-based decision-making and adaptive management.
- Oversee project budget utilization and ensure compliance with WP and donor financial policies and procedures.
- Coordinate with finance staff to monitor expenditures, forecasts, advances, and financial reports.
- Ensure proper documentation and accountability of project resources.
- Conduct regular field visits to monitor project implementation and provide technical support to project staff.
- Ensure compliance with WP policies, donor requirements, safeguarding standards, and child protection policies.
- Identify implementation challenges and develop appropriate solutions to improve project performance.
- Document and share lessons learned, best practices, and success stories.
- Support programme development and provide recommendations for improving project effectiveness and sustainability.
- Perform other duties as assigned by the PC and Director.
- COMMUNICATION AND REPORTING
- S/he maintain effective communication and collaboration with stakeholders, including government counterparts, local and international NGOs, and community partners.
- S/he prepare and submit quality and timely consolidate monthly work plans, activity reports, budgets, and other project documentation as required.
- S/he Ensure project activities, achievements, challenges, and lessons learned are properly documented and reported for internal and donor reporting purposes in area of her/his responsible section.
- S/he provide relevant project information, data, success stories, photographs, and other supporting materials when required.
- S/he contribute to project planning, donor reporting, and decision-making processes.
- MANAGEMENT
- S/he supervision, coaching, and performance management to POs.
- S/he promotes teamwork, accountability, and effective communication among ZIP project staff.
- S/he supports PC and Director in strengthening project management systems and administrative procedures.
- Ensure staff understand and comply with organizational policies, donor requirements, and project objectives.

- Bachelor's Degree in Entrepreneur or Economic, or any related field is required
- Progressive experience in project management, preferably within NGOs or development organizations for 3 years as a minimum
- Demonstrated experience in implementing community-based and multi-sectoral programmes, particularly in the areas of gender equality, education, youth development, child protection, and support to vulnerable families.
- Experience in leading and managing donor-funded projects in complex sectors is highly desirable.
- Proven experience in project planning, implementation, monitoring, reporting, advocacy, and knowledge management.
- Experience working with government institutions, development partners, and community stakeholders.
- Understanding on lower secondary school program and job placement
- S/he strong project management, leadership, and team supervision skills, with the ability to manage integrated development projects in complex sectors.
- Good command of spoken and written English and Khmer, proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- S/he excellent communication, facilitation, presentation, report-writing, and interpersonal skills, with the ability to build effective relationships with government institutions, donors, partners, and communities.
- Strong problem solving, and decision-making skills, with the ability to use evidence and learning to improve project performance.
- S/he excellent organizational and coordination skills, with the ability to manage multiple priorities, meet deadlines, and work effectively as part of a team.
