The Royal Government of Cambodia has approved the Financial Sector Development Program. Under the Program, the Ministry of Economy and Finance intends to recruit qualified national individual consultants for the following four positions: (i) Infrastructure Engineer (CWFDMMP-BS-IE-2); (ii) Project Coordinator (Junior) (OT-BS-PC-5); (iii) Finance Assistant (CWFDMMP-BS-FA-5); and (iv) Project Management Support Specialist (OT-BS-PMSS-4). The consultants will support the Department of Multilateral Cooperation (DMC) within the General Department of International Cooperation and Debt Management (GDICDM), Ministry of Economy and Finance (MEF).
- Review the technical scope, proposed outputs, implementation arrangements, schedules, and readiness of infrastructure projects during identification, preparation, and appraisal.
- Review feasibility studies, preliminary and detailed engineering designs, drawings, technical specifications, bills of quantities, cost estimates, and related technical documents for completeness, consistency, constructability, economy, climate resilience, safety, accessibility, and maintainability.
- Identify discrepancies, omissions, design risks, quantity inconsistencies, and unclear technical requirements, and prepare practical recommendations for correction or further investigation.
- Review the adequacy of engineering surveys and investigations, including topographic, geotechnical, hydrological, hydraulic, environmental, utility, and other site information, as applicable to each project.
- Support the preparation and review of project implementation plans, procurement plans, packaging strategies, implementation schedules, cash-flow projections, and annual work plans.
- Provide technical inputs to procurement documents, including the scope of works, employer’s requirements, technical specifications, qualification requirements, evaluation criteria, key personnel requirements, and construction schedules.
- Support the technical review of bids and proposals, requests for clarification, technical deviations, proposed construction methods, equipment, personnel, work programs, and other engineering submissions, when assigned.
- Review and monitor construction progress against approved work programs, contractual milestones, physical targets, and disbursement projections, and identify delays and implementation constraints.
- Participate in site inspections and project review missions to verify physical progress, quality of works, compliance with drawings and specifications, occupational and community safety arrangements, and the status of corrective actions.
- Review progress reports, supervision consultant reports, test results, measurement records, payment-related technical information, completion documents, and other submissions for technical consistency and reliability.
- Review proposed variation orders (VOs) and additional works, including their technical necessity, scope, design, quantities, unit rates, cost estimates, and supporting documentation; assess their impact on the contract price and completion schedule and their compliance with the contract and applicable RGC and DP procedures; verify that the proposed works are not already covered by the original contract; and provide clear recommendations for approval, revision, or rejection.
- Monitor the performance of consultants and contractors against their contractual obligations, deliverables, staffing commitments, work programs, quality requirements, and agreed corrective measures.
- Coordinate with environmental and social safeguard specialists to ensure that engineering designs and construction activities incorporate applicable safeguard, climate resilience, disaster-risk, accessibility, and occupational health and safety requirements.
- Review project completion, handover, commissioning, as-built drawings, operation and maintenance manuals, asset registers, defect rectification, and arrangements for sustainable operation and maintenance.
- Maintain infrastructure project monitoring data and technical records, including key issues, risks, milestones, physical progress, contract status, variations, claims, and agreed actions.
- Prepare technical notes, briefing papers, mission inputs, presentations, meeting minutes, portfolio updates, and contributions to monthly, quarterly, annual, and ad hoc reports.
- Liaise with EAs/IAs, DPs, consultants, contractors, and other stakeholders on technical and implementation matters and follow up on agreed actions.
- Represent DMC/GDICDM at meetings, site visits, training, workshops, and project or portfolio review missions, as assigned, and report the outcomes to management.
- Provide practical technical advice and knowledge support to GDICDM officers on infrastructure planning, engineering review, construction monitoring, contract administration, and asset sustainability.

- Bachelor's Degree in Civil Engineering, Infrastructure Engineering, Construction Engineering, Water Resources Engineering, or another closely related engineering discipline from a recognised university
- Master's Degree is preferred
- Planning, design, construction, supervision, contract administration, or monitoring of civil or public infrastructure works for 7 years as a minimum
- Infrastructure projects financed by ADB, the World Bank, or other international Development Partners, preferably within an RGC executing or implementing agency, project management unit, consulting firm, or supervision consultant for 4 years as a minimum
- Demonstrated knowledge of the RGC SOP for externally financed projects and familiarity with Development Partner project administration, procurement, disbursement, and reporting procedures. Familiarity with ADB procedures is an advantage.
- Ability to review engineering drawings, specifications, bills of quantities, cost estimates, work programs, progress reports, test results, variation proposals, and other technical submissions, and to prepare clear written comments and recommendations.
- Proficiency in Microsoft Office applications. Working knowledge of relevant engineering, scheduling, mapping, cost-estimating, or computer-aided design software is an advantage.
- Fluency in spoken and written Khmer and good working proficiency in English. Strong analytical, communication, coordination, report-writing, teamwork, integrity, and problem-solving skills are required.
GDICDM now invites expressions of interest from qualified and experienced individual national consultants to undertake the above-mentioned services as detailed in the Terms of References (TORs) (The TORs can be downloaded from the links . “The consultants will be selected in accordance with the Government Standard Operation Procedures (revised December 2019).

The duty station of each assignment will be based at MEF/GDICDM in Phnom Penh. The duration of the contract is one (1) year (a full-time basis) with a probation period of three (3) months. The contract may be renewed on annual basis subject to a satisfactory performance acceptable to the MEF.
